PROGRAM SUPPORT CENTER, medwards@psc.gov. DHHS/PSC/DAM intends to
award a one-year sole source simplified acquisition to the National
Committee on Quality Assurance (NCQA) located in Washington, D.C. The
Substance Abuse and Mental Health Services Administration, Center for
Substance Abuse Treatment, has a requirement for quality improvement
measurement for alcohol and drug abuse treatment. The Contractor shall
pilot test the Washington Circle Group Performance Measurement System
for substance abuse treatment in collaboration with the Health Policy
Institute at Brandeis University that has been involved in specifying
the measures and with managed behavioral healthcare organizations that
have been working with NCQA to test other measures. The measures need
to be tested to assure that: 1) they measure what they are intended to
measure consistently, 2) they are usable within a managed behavioral
healthcare organization for operational decision-making and for
allocation of resources, and 3) they are administratively feasible
measures for which managed behavioral healthcare organizations can
collect data that is useful at a reasonable cost. Since only NCQA is
responsible for implementing the process through which measures are
added to HEDIS, it is the only organization that can assist in testing
potential HEDIS measures. No solicitation is available. Any requests
for solicitation packages will be considered nonresponsive. The
proposed simplified acquisition action is for supplies or services for
which the Government intends to solicit and negotiate with only one
source under the authority of FAR 13.106-1(b). Interested concerns may
identify their interest and must submit written documentation that
demonstrates their ability to furnish the requirement, including
technical and pricing data, within 15 days after the date of
publication of this notice. This notice is not a request for
competitive proposals. However, all proposals received within 15 days
after the date of publication of this synopsis will be considered by
the Government. A determination by the Government not to compete this
proposed requirement based upon responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. If no affirmative responses are
received, the Contracting Officer will proceed to issue a purchase
order to NCQA. Responses must be in writing and refer to 00M008300 to
