This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is 100% set-aside for small business, however, if inadequate response is received from small business, the solicitation will be issued as unrestricted without further notice. The SIC code is 2721, size 500. Delivery shall be FOB Destination. Responses to this solicitation must be received by close of business (1630hrs EST) 7 Aug 00. STATEMENT OF WORK: The contractor shall furnish all labor and materials required to provide a weekly open source intelligence (OSINT) report to the Air Force Office of Special Investigations. The report shall be compiled from OSINT based on hacker activity, foreign intelligence services, insiders within USAF/DoD employment, domestic and international criminal and terrorist organizations whom target civilian informationoperations (IO) and infrastructure protection (IP) systems during peacetime and war. Additionally, reports must include IO/IP technology employed and developed within the civilian, corporate, and state government sectors. Reports must address the following issues as a minimum, cyberterrorism, foreign intelligence threats, cyberwar, hacker-related threats, the insider threat, and technology protection. Other similar issues may be included. Each area must be proportionately addressed. Deliverables are to be developed from unclassified, publicly available information and professionally formatted for presentation to commanders and senior level decision-makers. Reports shall be limited to five pages and must be capable of being transmitted to HQ AFOSI via electronic mail. PERIOD OF PERFORMANCE: 15 Aug 00 _ 30 Sep 00.
