The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the Institute for the Study of Business Markets (ISBM), Pennsylvania State University, to provide MEP membership upgrades for calendar years 2000 and 20001 in the Institute for the study of Business Markets to Master Training membership. ISBM at Pennsylvania State is uniquely qualified in business-to-business industrial marketing. This category of ISBM membership includes access to, support and follow-up for "Train-the-Trainer versions of ISBM courses for smaller manufacturers. The period of performance will be from date of award through calendar year 2001. No solicitation will be issued. NIST anticipates awarding a firm-fixed-price purchase order on or before August 17, 2000. Interested persons may identify their interest and capability to respond to the requirement. However, the Government will consider all responses received by the response date. A determination by the Government not to competethis proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement.
