a combined synopsis/solicitation. Provide an analog duplicator,
including maintenance and supplies, for lease to the Illinois Army
National Guard Support Services. The lease shall be for one year (01
OCT 2000 to 30 SEP 2001) with four option years (no option to purchase
or lease to own). Duplicator must meet the following major
specifications; of a size and quality to print an estimated 450,000
copies per month, must not exceed 30 amps and 208 volts, must have
capability for color printing, 120 copies per minute, next job
programming, paper capacity- 2000 main 1000 auxiliary, paper weights-
16 lb bond and 110 lb index card stock, maximum original size- 11 x 17,
copy sizes- 8.5 x 11, 8.5 x 14, 11 x 17 (paper and index), unlimited
auto duplexing, 250 sheet auto document feeder, finisher
tray/coallator/3 position stapler (no less than 60 sets),
chapterization, enlargement and reduction (50% to 200% minimum), book
copying, transparency interleaving, preprogramed job selection- up to
60 job setups, auto-sizing, and key sheet programming of special
features. Contractor will provide, free of charge, any additional
training/troubleshooting throughout the life of the lease. Maintenance
agreement will include all parts, drums, labor, supplies (to include
staples but not paper), preventative maintenance, and emergency service
calls for the life of the lease based on 450,000 copies per month. The
contractor will provide a toll free number for service and be on site
within 9 normal work hours (0730-1630 M-F). Contractor will provide a
monthly statement to the government on the number of service calls and
services performed. Contractor will provide a toll free number to order
supplies directly and and have 14 normal work days (M-F) to fullfill
requests. The contractor will ship all supplies to the requestor's
location. Contractor will provide operators manuals, at no cost, with
the equipment. If duplicator is unserviceable it will be replaced
within 2 calendar days from the time service determination is made.
Duplicator must produce professional copies absent of streaks, smears,
or blotting. Remanufactured and/or used equipment will not be used at
any time during the duration of this contract. Operator training will
be provided to key personnel at location on the day the duplicator is
delivered. Contractor will demonstrate the duplicator is working on
the day of delivery. Contractor will have back-up and replacement
rental equipment available. Government may require contractor to
provide back-up equipment when duplicator cannot be repaired within 16
normal work hours. The government will provide a clean and dry
environment as well as the proper electrical outlet for the duplicator.

All responsible sources may submit a quote which will be considered by
the agency. All quotes should include: monthly lease fee (inclusive of
maintenance, labor, and supplies), specifications of duplicator
machine, installation and delivery costs, and delivery lead time.
