THIS SOLICITATION IS A COMPETITIVE 8(a) PROCUREMENT. Firm-Fixed Price construction contract for Approximately ten miles of existing railroad track are included in this project. Specific work will be to replace ties, rails, apply new ballast, and track surfacing. One (1) new crossing will be constructed. Five (5) existing at grade crossings will receive signals. New railroad construction is limited to one run-around track. Drainage improvement work on existing tracks and crossings is considerable. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specifications will not be provided in a paper hard copy format. The Government intends to issue this solicitation through the use of the Internet and CD ROM. Amendments to this solicitation will be issued as Internet only. No additional media (Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary.
