This procurement will be conducted on a sole-source basis to Colt's Manufacturing Company, Inc., P.O. Box 1868, Hartford, Connecticut, 06144-1868, in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the duplicative costs that would accrue to the Government to utilize any other source's product. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued. Solicitation Number N00164-00-R-0133 is hereby issued as a request for Proposal (RFP). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18 and DCN 20000606. The Standard Industrial Classification Code for this procurement is 3484 and the size standard is 1,000 employees. This requirement is for the following: CLIN 0001 -- Colt 9mm Submachine Gun, Model R0635, Qty 600 each (Contract Minimum); CLIN 0002 -- Colt 9mm Submachine Gun Magazine, Model SP62858, Qty 3,600 each (Contract Minimum); CLIN 0003 -- Colt 9mm Submachine Gun, Model R0635, Repair Parts, Qty 1 Lot (Contract Minimum); CLIN 0004 -- Colt 9mm Submachine Gun, Model R0635, Additional Ordering Qty, 1,000 each (Maximum); CLIN 0005 -- Colt 9mm Submachine Gun Magazine, Model SP62858, Additional Ordering Qty, 10,000 each (Maximum). The sole-source contractor will be solicited to provide pricing breakdowns by out-years and different ordering quantities. Delivery of the contract minimum is required F.O.B. Springfield, VA within 120 days after award. Final inspection will be at Springfield, VA. This will be a firm fixed price contract and will be awarded utilizing Simplified Acquisition Procedures. The contractor shall extend to the Government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the Government.
