Background " The objective of this synopsis is to seek interested sources able to produce the BOL-515 Countermeasures Dispenser Group B system for installation on US Air Force F-15A/B/C/D/E aircraft. The BOL Countermeasures Dispenser System, manufactured by Celsius Tech Electronics, now a part of Saab of Sweden, is exclusively sold within the United States by BAE Systems of Austin, Texas. The BOL dispenser system is currently fielded on Navy F-14's and is being evaluated under a Foreign Comparative Test (FCT) program by the Air Force for use on F-15's. Air Force procurement of the BOL system is anticipated upon successful completion of the FCT. The BOL dispenser is mounted into the Government Furnished Equipment (GFE) LAU-128 missile launcher, which must be modified for mating with the BOL. The contractor shall produce the dispenser Group B kits and modify the LAU-128 launcher for acceptance of the dispenser. The contractor shall be responsible for producing all Group B associated software and support equipment. The contractor shall be responsible for packaging and shipping of the kits and modified launchers. The contractor shall also be responsible for depot maintenance and repair of the system until such a time that an organic capability is established or a decision is made to allow continued contractor depot maintenance of the systems. The contractor shall be required to produce approximately 260 -1450 dispensers, modify approximately the same number of LAU-128 launchers, with delivery starting approximately April 2002 and continuing through approximately FY07, depending on quantity. Offers will be considered from any firm providing clear and convincing evidence of its capability to meet all of the following criteria: (a) Capability to produce the above systems in order to meet the requirements of BOL-515 Functional Specification (SAAB document); (b) Capability to produce the systems in the quantities as listed above; (c) Capability to modify the LAU-128 launcher; (d) Capability to provide depot maintenance/repair of the systems; (e) Capability to conduct systems engineering and project management for the effort; and (f) Capability to provide all required engineering data. Note: BOL is a non-developmental item therefore design documentation and technical drawings defining the system are not owned by the United States Government. The contractor will have to enter into a relationship with BAE Systems to obtain rights for the sale of the BOL system within the United States. Sources responding should provide information concerning key management and program personnel including a resume of their previous experience and evidence of capability to perform successfully. This statement will have a ten (10) page maximum limit, double-spaced, point size 12. The Standard Industrial Code (SIC) for this procurement action is 3728.
