The Department of the Army, Project Manager Signals Warfare has a requirement for a ground based Signals Intelligence (SIGINT) capability called Prophet Ground (AN/MSQ-40(V)2). The basic program is a HMMWV based SIGINT system that will detect, intercept, identify, and Direction Find (DF) signals from at least 20 Mhz to at least 2000 Mhz and will be able to demodulate no less than AM, FM, CW and SSB single channel, push to talk, unencrypted transmissions. This basic capability will be available either while the vehicle is stationary or while it is On The Move (OTM). The DF accuracy in the stationary configuration shall be no greater than 10 degrees RMS while the DF accuracy OTM shall be no greater than 22.5 degrees RMS. An option to this contract shall be an Electronic Attack (EA) capability resident within the same platform. The EA capability shall also be available either stationary or OTM. Within a frequency band from at least as low as 20 Mhz to 150 Mhz, the Effective Radiated Power (ERP) shall be no less than 500 watts. In the frequency band from 150 Mhz to no less than 500 Mhz, the ERP shall be no less than 100 watts. The production contract shall be a performance based FFP using single year funded range quantities. The contractor shall have to support a 6 week User Evaluation after FAT for both the basic system and the EA option. At a minimum, the government shall supply (as Government Furnished Equipment (GFE)) the M1097 HMMWV, PLGR-GPS and the AN/VRC-92A SINCGARS radio. Based upon the Statement of Objectives (SOO), the contractor's shall propose a Statement of Work (SOW) and specification for their system. A pre-solicitation conference is scheduled for 07 September 2000. There will be a restriction of no more than 3 representatives per company to this conference. The contractors shall complete FAT of the basic system in no more than 18 months after contract award. The contractor shall provide a warranty for their equipment. The contractor shall propose an Integrated Logistics Support effort to support the Materiel Release, Safety Release, transportability Statement, training of personnel, spares, supply and maintenance support and initial fielding of this system. Award shall be based on that proposal that best meets the requirements defined in the RFP, and that which is determined to be in the best interests of the Government. The Standard Industrial Classification (SIC) Code is 3669. Release of the draft RFP is anticipated on or about 10 August 2000. The RFP will be available on the CECOM Business Opportunities Web Page at www.abop.monmouth.army.mil. There shall be no hard copies of the RFP available. A final RFP release date is anticipated to be 02 October 2000 and the contractors shall be given 45 days to respond. At this time, there is no funding available for the award of this RFP and the Government reserves the right to not make any award. 2.
