to issue a Request for Quotation (RFQ) for one (1) Vision Ignition
System to support research/development cryogenic LH/LO2 engine testing
at NASA Glenn Research Center. This Variable Ignition System is based
on the Vision 8 curently in use at the NASA Glenn Research Center and
on loan from the Johnson Space Center. It must be capable of
supporting Lo & Hi Tension Ignition Characteristics, mate to the Unison
Low Tension Plug Variant, p/n 9044635-1, remote controlled ignition
system with PC based interface, delivered energy from 100 to 500 mJ,
minimum of 100sps, time to 1st spark 5-10msec., and (4) channel output
with timing circuit for the three (3) LO2 outputs triggered from one
(1)LH output. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/GRC intends to purchase the items
from Unison Industries, Norwich, NY 13815 under the authority of
10U.S.C2304(c)(1) Only one responsible source and no other supplies or
services will satisfy agency requirements. This ignition system is a
unique variable energy ignition system with six (6) programmable
outputs and one (1) confirmation output. This Vision 8 Ignition System
is required because the current research facility has been established
using the same kind of system on loan from Johnson Space Center. To
change systems would require a total reworking of the research facility
and cause the loss of data gathered to date. There is no other system
known that would be compatible with the existing system's output
without compromising the research results. The Government intends to
acquire a commercial item using FAR Part 12. Interested organizations
may submit their capabilities and qualifications to perform the effort
in writing to the identified point of contact not later than 4:30 p.m.
local time on August 14, 2000. Such capabilities/qualifications will be
evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. Oral communications are not
acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. OMBUDSMAN
