to issue a Request for Quotation (RFQ) for a Modal Vibration Test
System. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items
from Unholtz-Dickie Corporation, Wallingford, CT pursuant to FAR
13,106, for the acquisition of supplies or services determined to be
reasonably available from only one source. Competition is impractical
because the Unholtz-Dickie Corporation is the only source that is
capable of the required compatibility with the existing Unholtz-Dickie
Model 4 air cooled electrodynamic shakers and accompanying TA100AMI
solid state, air cooled, direct coupled power amplifiers rated at 1.0
kVA output. The shakers have the required 150 lb. peak force magnitude
for sinusoidal excitation and have an armature stroke of four inches
peak to peak. The shakers also include external cooling blowers and
special electrical interconnests and flexible hoses. With shaker
overall dimensions of approximately 14" x 14" x 19", the shakers offer
portability for the desired force rating. The Government intends to
acquire a commercial item using FAR Part 12. Interested organizations
may submit their capabilities and qualifications to perform the effort
in writing to the identified point of contact not later than 4:30 p.m.
local time on August 15, 2000. Such capabilities/qualifications will be
evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. Oral communications are not
acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
