history of working in the content area of children's mental health, in
the content area of child and youth violence, with CMHS and its
constituencies, and in school settings. It is involved in the

of the relationship between the development of supportive curricula
and the toolkits for this particular age group. Furthermore, Morning
Star/Dull Knife has the organizational structure to coordinate both
projects. It is imperative that work begin immediately and Morning
Star/Dull Knife has the capacity to begin immediately. A delay would
impact CMHS' mission goals to prevent school violence and improve
mental health services for children with emotional and behavioral

awareness on the precursors of violence and the associated mental
health aspects; (2) increasing knowledge of options for reducing and
responding to violence and the associated mental aspects; and, (3)
increasing skills in the selection and use of options for
preventing/responding to physical violence and its associated mental
health aspects. CMHS must report to Congress on these goals. Morning
Star/Dull Knife also has established relationships with various
