Program Support Center, bhartley@psc.gov. The Substance Abuse and
Mental Health Services Administration (SAMHSA), Center for Mental
Health Services (CMHS) through the ADP Acquisitions Branch, Program
Support Center (PSC), intends to award a twelve (12) month sole source
simplified acquisition to Belmont Center for Comprehensive Treatment,
Philadelphia, Pennsylvania. The purpose of this simplified acquisition
is to provide an analysis of risk factors for the development of
violence and other problem behaviors in adolescence using two
longitudinal data sets. The project will analyze data already
collected. Specifically the Contractor shall be required toa) examine
the relationship between socio-economic, individual developmental,
family problem, parent behavior, family relations, and peer association
types of risk factors that occur earlier in development beginning at
birth and adolescent violence, drug abuse, and other problem behaviors
and the interrelationships among these types of risk factors in two
longitudinal data sets; b) examine the impact of a violence prevention
program on engagement in violence in the community by formerly
incarcerated youth and c) prepare a summary report presenting results
of these analyses. Closing date is August 14, 2000. This is not a
formal solicitation for proposals. However, firms having the ability to
satisfy this requirement must submit written notification that
demonstrates their ability to do so. If no affirmative responses are
received within 10 days from the date of this synopsis, the Contracting
Officer will proceed with the award to Belmont Center for Comprehensive
