Management, Program Support Center (PSC) intends to award a sole source
simplified acquisition to Florida International University (FIU),
Miami, FL 33199, a Hispanic Serving Institution, for the Substance
Abuse and Mental Health Services Agency (SAMHSA), Center for Mental
Health Services (CMHS) for the development and delivery of a supportive
curriculum/text guide which will be a part of the School-Based Violence
Interactive Media Toolkit for High School Students. FIU is involved in
the development of the toolkits and understands the rationale and
function of the relationship between the development of supportive
curricula and the toolkits for this particular age group. Furthermore,
FIU had the organizational structure to coordinate both projects. It
is imperative that work begin immediately and FIU has the capacity to
begin immediately. A delay would impact CMHS' mission goals to prevent
school violence and improve mental health services for children with
emotional and behavioral disorders who are at risk of violent behavior
by (1) increasing awareness on the precursors of violence and the
associated mental health aspects; (2) increasing knowledge of options
for reducing and responding to violence and the associated mental
aspects; and, (3) increasing skills in the selection and use of options
for preventing/responding to physical violence and its associated
mental health aspects. CMHS must report to Congress on these goals. FIU
also has established relationships with various stakeholder groups
appropriate to this project and has demonstrated its ability to
successfully carry out a coordinated project within required time
frames and develop useful materials for rural, urban, suburban and
Hispanic children. Finally, FIU has a staff with a history of working
closely with other violence prevention projects, community mental
health organizations, and other professional and academic institutions.
The period of performance is 12 months. The anticipated award date is
within the next 30 days. The Government intends to solicit and
negotiate with only one source under the authority of FAR 13.106-1(b).
Interested concerns may submit written documentation that demonstrates
their ability to respond to the requirement within 15 days after the
date of publication of this notice. This notice is not a request for
competitive proposals. No solicitation is available. A determination by
the Government not to compete this proposed requirement based upon
responses to this notice is solely within the discretion of the
