Division of Acquisition Management, Program Support Center (PSC)
intends to award a sole source simplified acquisition to Hampton
University (HU), Hampton, VA, a Historically Black University, for the
Substance Abuse and Mental Health Services Administration (SAMHSA),
Center for Mental Health Services (CMHS) for the development and
delivery of a supportive curriculum/text guide which will be a part of
the Middle School-Based Violence Interactive Multimedia Software
Toolkit. HU is involved in the development of the toolkits and
understands the rationale and function of the relationship between the
development of supportive curricula and the toolkits for this
particular age group and has the organizational structure to coordinate
both projects. It is imperative that work begin immediately and HU has
the capacity to begin immediately. A delay would impact CMHS' mission
goals to prevent school violence and improve mental health services
for children with emotional and behavioral disorders who are at risk of
violent behavior by (1) increasing awareness on the precursors of
violence and the associated mental health aspects; (2) increasing
knowledge of options for reducing and responding to violence and the
associated mental aspects; and, (3) increasing skills in the selection
and use of options for preventing/responding to physical violence and
its associated mental health aspects. CMHS must report to Congress on
these goals. HU also has established relationships with various
stakeholder groups appropriate to this project and has demonstrated its
ability to successfully carry out a coordinated project within required
time frames and develop useful materials for rural, urban, suburban and
Native American children. Finally, HU has a staff with a history of
working closely with other violence prevention projects, community
mental health organizations, academic institutions and organizations
that represent diverse geographical and ethnic groups. The period of
performance is 12 months. The anticipated award date is within the next
30 days. The Government intends to solicit and negotiate with only one
source under the authority of FAR 13.106-1(b). Interested concerns may
submit written documentation that demonstrates their ability to respond
to the requirement within 15 days after the date of publication of this
notice. This notice is not a request for competitive proposals. No
solicitation is available. A determination by the Government not to
compete this proposed requirement based upon responses to this notice
