COMMERCE BUSINESS DAILY ISSUE OF AUGUST 2,2000 PSA#2655 DEVELOP AND UTILIZE FACILITY-SPECIFIC DATA REPORTS IN ORDER TO ACHIEVE
THE STATE OF A DATA-DRIVEN ESRD SURVEY PROCESS. The Health Care
Financing Administration (HCFA) intends to award on a sole source
basis, a cost-reimbursement contract to The Regents of the University
of Michigan, 3003 S. State, Room 1044, Ann Arbor, Michigan 48109-1274.
Through the legislative mandate of the Balanced Budget Act of 1997
(BBA), a method to measure and report about the quality of services in
end-stage renal disease (ESRD) facilities is required. In 1997,
Congress passed the BBA. Section 4558(b) of the Act, Renal Dialysis
Related Services, Implementation of Quality Standards, directs the
Secretary of Health and Human Services to develop and implement a
method to measure and report quality of renal dialysis services
provided under the Medicare program under Title XVIII of the Social
Security Act. HCFA has been assigned responsibility for the development
and implementation of this Section of the BBA. As part of this BBA
implementation effort, HCFA is developing faciity-specific data reports
that will be used by State Survey Agencies to focus and structure their
review of ESRD facilities. This strategy for the BBA is consistent with
the National Performance Review (NPR) effort and the related commitment
to the Reinvention of Health Care Regulation (REGO). Under the aegis of
NPR and REGO, HCFA determined that the Agency would provide adequate
support for a modern, data-driven ESRD survey system based on an
outcome-oriented approach. In order to achieve the state of a
data-driven ESRD survey process, it is necessary to develop and utilize
facility-specific data reports for this process. This contract will
develop user-friendly data profiles for survey purposes with existing
data bases and elements. The data profiles must be useable for State
Agencies in prioritizing and selecting facilities to survey and for
structuring the survey process to understand the facility's strengths
in order to identify potential problems and increase the efficiency and
effectiveness of the survey process. The data profiles must have the
following features: (1) be both descriptive and outcome-oriented; (2)
be facility-specific; (3) show comparative values for states and the
nation to provide context; and (4) be displayed and described for
efficient and effective use. This synopsis is for information purposes
only, does not constitute a Request for Proposal (RFP) and is not to
be construed as a commitment by the Government. Specific qualifications
needed to perform this work are: 1) experience calculating
facility-specific rates for dialysis facilties in the United States
using the Wolfe methodology. The rates to be calculated include
Standard Mortality Rate, Standard Hospitaliztion Rate, and Standard
Transplantation Rate; 2) experience tracking individual end-stage renal
disease patients across the nation, placing patients at individual
facilities, using ESRD PMMIS/REBUS, standard analytical files, national
Claims History Enrollment Database, and UNOS files; 3) experience
producing national unit-specific reports in a format that utilizes text
and tables to display facility, State, Network, and national
comparative data regarding the characteristics of patients, patterns of
treatment, and patterns in transplantation, hospitalization and
mortality in developing screening tools that can be self-administered;
e.g. by Medicaid beneficiaries or their parents; and 4) current
involvement in separate contracts to update HCFA database and to
produce facility-specific reports for public disclosure. Interested
