Required: (i) Vessel Characteristics: U.S. or foreign flag
self-sustaining container/breakbulk vessel to lift containerized/
reefer containerized, breakbulk, ammunition and vehicle cargo. Charter
is in support of military operations based in Diego Garcia. (ii)
Speed/Operating Range/Draft: a. Vessel minimum acceptable speed is
thirteen (13) knots when fully laden. b. Vessel shall have a minimum
operating range of 8,000 nautical miles. c. Vessel maximum draft shall
not exceed 35 feet. (iii) Container Capacity: a. Vessel shall
accommodate a minimum of 130 twenty-foot containers and 35 forty-foot
dry containers. The vessel shall be equipped with matching stacking
cones/inter-box-connectors (IBC) and sufficient container deck sockets
for carriage of all containers. Vessel shall be capable of carrying
containers in stacks of two high minimum on deck. b. Refrigerated
Container Outlets: In addition to containers stated in paragraph (a)
above, vessel shall accommodate a minimum of thirty (30) reefer
containers with operational outlets capable of sustaining refrigerated
TEU containers on 200 VAC, 3 Phase, 50/60Hz 220 VAC, 3 Phase, 60Hz
380-415 VAC, 3 Phase, 50Hz 440 VAC, 3 Phase, 60Hz (iv) Breakbulk
Capacity: a. Vessel shall have a minimum breakbulk cargo capacity of
115,000 cubic feet bale with a minimum 9 feet 6 inch clearance in
addition to capacity requirements set forth in paragraph iii above. b.
Vessel shall be capable of carrying breakbulk ammunition with proper
segregation. The Government will sheath holds as required. (v) Cargo
Gear: Vessel must be self-sustaining for loading and discharging
breakbulk, containerized and vehicle cargoes. Vessel's gear shall
consist of booms or cranes with a minimum of 20 LT SWL lifting capacity
at all hatches where twenty-foot containers are stowed. Hatches where
forty-foot containers are to be stowed shall have cargo gear with a
minimum 30 LT SWL lift capacity. Vessel must be equipped with 20 ft and
40 ft spreader bars. Such spreader bars shall besupplied by the vessel
owner. All lashing and securing gear for containers is to be provided
by owner. (vi) Accommodations: The vessel shall, at a minimum,
accommodate 4 supercargo in addition to the Master, Officers and Crew.
Article IV(k) pertains. (vii) Deck Loading: Tank tops intended for
stowage shall be designed to accommodate heavy vehicles, up to and
including the M-1 tank with a uniformly distributed load of minimum 525
p.s.f. These decks shall be capable of supporting the local loads
imposed by such vehicles without recourse to mandatory parking
patterns. These decks shall also be capable of supporting lighter
vehicles with small footprints (which may impose severe local loading
and specific deck structures) such as fully loaded 2.5 ton truck or
forklift truck. No grating is permitted on decks intended for cargo
stowage. 2. Place/Range of Delivery: Guam-Singapore Range in CHOP. 3.
Place/Range of Redelivery: Singapore-Diego Garcia Range, Port in CHOP.
4. Charter Period: Approximately 60 days with Government option to
cancel at no additional cost to the government after 30 days with 5
days prior written notice. 5. Laydays: Commencing 11 August
2000/Canceling 16 August 2000. To be narrowed by the Government. 6.
Terms/conditions/attachments added, deleted or modified: (a) Part XI:
All before "(1) Technical Acceptability" is deleted and replaced with
the following: (a) The Government will award a contract resulting from
this solicitation to the responsible offeror whose technically
acceptable proposal represents the lowest overall cost to the
Government, price and price related factors considered. (b) Part
XI(a)(2) Flag is changed to read: "U.S. Flag preference will be given
IAW the Cargo Preference Act of 1904." (c) Part XI(a)(3) is changed to
read: Preference will be given to VISA participants in accordance with
the VISA document. Delete XI (a)(5)(i),(ii) and (iv) Delete XI (b)
Delete XI (c) Instructions to offerors Offerors shall use the
guidelines set forth in PART X for submission of offers. Posted
