PRE-SOLICITATION NOTICE ONLY: Furnish all necessary labor, materials, and equipment to complete waterproofing and HVAC project at the U.S. Coast Guard Base MSO Building Waterproofing and HVAC Project in Charleston, South Carolina. Work includes: a) Exterior brick and stone facade on all building elevations shall be cleaned, re-pointed and waterproofed, stone accent bands and entrance features joints shall be cleaned and re-sealed; b) All exterior double-hung wood windows shall be removed and replaced with windows that match the historical character and requires of the South Carolina State Historic Preservation Offices (SHPO) and the City of Charleston Historic Preservation Board; c) All packaged air conditioning units and heating system shall be removed and replaced with new central heating and air conditioning system; d) Rotted electrical service conduits underneath the first floor structure in the crawl space area shall be removed and replaced; e) Abate Asbestos containing materials and lead-based paint found in several area of the building; and f) All interior finishes shall be refurbished and or replaced including floors, walls, and ceiling. All work to be accomplished in accordance with contract specifications and drawings. There is a $25.00 charge for the bid package. All bid requests must be submitted in writing. This action is being considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate their interest to the Contracting Officer, in writing, as early as possible but to be received not later than 15 calendar days of this notice. As a minimum, the following information is required: (a) a copy of the certificate issued by the SBA of your qualifications as a HUBZone concern, (b) a positive statement of your intention to submit an offer for this solicitation as a prime contractor, (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers and (d) provide evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor not being considered as an interested HUBZone concern. If adequate interest is not received from HUBZone concerns by close of business 15 calendar days from the date of this notice, this solicitation will be issued on an unrestricted basis without further notice. Therefore, replies are requested from large and small business concerns, as well as from HUBZone concerns. The estimated dollar value of this project is between $250,000.00 and $500,000.00. The applicable Standard Industrial Classification (SIC) Code is 1542 with a three-year average annual receipts small business size standard of $27.5 million.
