synopsis/solicitation for noncommercial items prepared in accordance
with FAR Subpart 12, as subpart 13, as supplemented with additional
information included in this notice. This notice constitutes the only
solicitation: proposals are being requested and a written solicitation
will not be issued. Solicitation Number N00164-00-Q-0280 applies and
is issued as a request for quotation (RFQ). This is a request for a set
of mold tooling for a Government collapsible buttstock for M16 series
carbine. The design and all data rights will be retained by the
Government. Mold tooling must be fully compatible with a government 400
ton, 48 ounce capacity Van Dorn DeMag Corp. Press/Molding Machine Model
400HT48-0556. Hydraulics will be used to pull the 4 long inserts
required (while mold halves are held shut/together by the press). The
Government will machine the molded parts to allow for final assembly.
The tooling shall be of steel construction and able to maintain
production of parts within tolerance for an expected life of over
30,000 units when the resin is a 33% glass filled super tough nylon.
Approved impact modified nylon 66 resins for use at the time are Dupont
Zytel 80G33HSIL and/or DSM Engineering Akulon J8/33. All companies
responding must be capable of estimating/bidding and completing the
tooling and molded products with only a solid model of the as-molded
part provided electronically in Pro E engineer 2000 I (toleranced at
+/-0.003 inches per inch) as a reference. The Government has an urgent
need for an initial quantity of 500 stocks within two week after
acceptance of first article. Ten lots of 1000 each option quantities
may be required. The initial quote will include tooling cost (build
brief/overview) with a production sample of 10 stocks. The solid model
is available electronically (zipped Pro E file) upon request by e-mail
to loughmiller_j@crane.navy.mil. Delivery of the production sample lot
of 10, 45 days after award of purchase order. Upon completion of the
required quantity of stocks the molds and all data rights will be
transferred to the Government. A Firm-Fixed Price purchase order will
be awarded using Simplified Acquisition Procedures. The following
