17 -- VIBRATION ANALYSIS TEST SET/COMPUTER INDICATOR POWER SUPPLY (ATABS/TABS) SOL N68335-00-R-0457 DUE 081600 POC Cindy A. Rolenc, Contract Specialist, 732-323-2408 The Naval Air Warfare Center Aircraft Division Lakehurst requires additional Vibration Analysis Test Set (VATS)/ Computer Indicator Power Supply (CIPS) (ATABS/TABS) units originally procured from Dynamic Instruments, Inc. under contract number N68335-98-D-0058. The Government intends to solicit and negotiate a follow-on firm fixed price contract with Dynamic Instruments, Inc., 3860 Calle Fortunada, San Diego, CA 92123-1825, for 200 additional VATS/CIPS units including the software upgrade enhancements and the SEC kit. Dynamic Instruments, Inc. is considered the only responsible source since it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to recover through competition. The VATS/CIPS is a Commercial-Off-The-Shelf single, self-contained, light-weight portable tracking, balancing, and vibration analyzer. The new VAT/CIPS operates with all existing VATS ancillary equipment and has the ability to operate all of the VATS aircraft specific applications. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
