Communications Branch MARKET SURVEY FOR 30 & 60 KILOWATT (kW) ELECTRIC
POWER GENERATION SYSTEMS This is a Market Survey seeking sources which
have the capability to provide the following: 30 & 60 KILOWATT (kW) 0.8
POWER FACTOR (pf), 400-HERTZ (Hz) AND 50/60-Hz ALTERNATING CURRENT
(ac), DIESEL FUELED ELECTRIC POWER GENERATION SYSTEMS. Contact Point,
Kevin Loesch at (732) 532-1711. The U.S. ARMY Communications
Electronics Command (CECOM) requests information from manufacturing
sources regarding their capability to manufacture the current DoD 30 &
60 kW Tactical Quiet Generator (TQG) using Government furnished
drawings or provide a mature commercial design meeting the following
requirements. Mobile Electric Power (MEP) 30 & 60 kW generator
requirements are to be met with an Environmental Protection Agency
(EPA) certified diesel fueled engine capable of operating on both
diesel and turbine fuels, a brushless AC generator, a microprocessor
based digital display, and all normal operating controls and protective
devices. The sets must be capable of remote operation and be
parallelable with current "B" model generator set configurations. The
equipment must provide full rated kW power over the full range of
military ambient operating conditions (+120o F to -25o F), including
4,000 feet and 95o F. Output frequencies of these sets are 400-Hz and
50/60-Hz. Re-connectable voltage and phase connections for these sets
are 120/208 -volt three phase and 240/416-volt three phase. Output
connections shall be standard five wire including a neutral and ground
connection. Split lug terminals shall be used. The audio noise sound
pressure level (SPL) for these sets are from 70 dB(A) at 7 meters from
the set and 85 dB(A) at 0.7 meter from any point on the control panel.
The sets shall also have a 24-volt starter system along with a 24-volt
standard NATO slave receptacle. The sets shall be storable at any
possible humidity from +160o F to -60o F and in a salt-fog environment.
Include an onboard fuel tank capable of supporting eight hours of
continuous operation at rated load and also have the capability of
operating from external fuel sources. The set shall be operable when
sited in any direction on uneven terrain with grades up to 15o. The
engine exhaust shall exit the set in an upward direction. The sets
shall survive the effects of High Altitude Electromagnetic Pulse
(HAEMP), be Nuclear, Biological and Chemical (NBC) survivable and meet
standard military Electro-Magnetic Interference (EMI) requirements.
The minimum reliability of the set shall be 600 hours Mean Time Between
Failures (MTBF) at a 80% Lower Confidence Level (LCL). The sets must
also be marine, rail, highway and air transportable. Set weights and
dimensions shall not exceed the following: 30 kW 3060 pounds, a length
of 79.3 inches, a width of 35.3 inches, and a height of 54.1 inches;
60 kW 4230 pounds, a length of 86.3 inches, a width of 35.3 inches, and
a height of 58.2 inches. The set weight is fully operational including
oil, coolant, battery and a sufficient fuel to operate for 8
continuous hours at rated load. Responders to this announcement are
cautioned that Purchase Description PD53133 contains additional
performance criteria above those highlighted above. PD53133 is
available upon request. The Government will not pay for information
submitted in response to this announcement. All proprietary and
restricted information shall be clearly marked. Estimated quantity is
6500 units total from calendar year 2002 through 2008 with a delivery
rate of approximately 75-100 units per month. Request that specific
product literature, technical information as well as organization
