conducting a Market Survey to identify sources with Non-Developmental
Items (NDIs) or Commercial Items that are capable of providing a
two-way, satellite based, mobile data communication and vehicle
tracking/reporting system. The system shall provide near real-time
two-way data communication between military Command Centers and
military vehicles and near real-time two-way data communication between
military vehicles. The system shall also provide position location
reporting and tracking of military vehicles both automatically or on
demand and have a proven capability of interfacing with existing
military communication networks and data systems. The system to be
offered shall be a commercially available, mature, full production
sysem that can be readily deployed on military vehicles. The system
shall be available for delivery in production quantities and be
available for global deployment and operation at CONUS and OCONUS
locations. The system shall be capable of operation using commercially
available satellites. The system shall have demonstrated Low
Probability of Intercept (LPI)/Low Probability of Detection (LPD) and
commercial encoding capabillities. The system shall have a satellite
earth terminal and message processing hub facility capable of being
operated by military/government or contractor personnel. The vehicle
mounted equipment shall have a proven capability of operation on
various types of military vehicles without interference with other
military legacy systems and a proven capabaility of data interface with
military legacy systems. The system shall also have command center
equipment/software with a proven capability of interfacing with
existing military communications networks and data systems. Interested
sources shall be capable of fielding the system as complete turn-key
systems or components of the system both CONUS and OCONUS. Sources
shall be capable of providing installation, training and initial
on-site support for ground station equipment, vehicle mountedequipment,
and command center equipment/software. Any potential offeror's
logistics support shall include a proven depot type repair service.
Interested sources are required to provide the following information in
response to this Market Survey: Technical description of systems
offered and performance parameters; description of systems logistics
support requirements to include training, maintenance, repair and spare
parts arrangements for the system offered; description of the
reliability history of the system offered to include mean time between
failure and mean time, mean time to repair; description of commercial
warranty provisions and return process; description of any limitations
regarding modification of commercial product to be adapted to military
wheeled or tracked vehicles. e.g., cables, mounting brackets, MILGPS
integration, etc.; GSA schedules or existing work with other services;
identification of similar systems now being used commercially,
commercially in support of th DOD and any military system in operation;
and, the identification and/or provide reports of any system testing
and use by the U.S. Military, DOD, and/or U.S. Government Agencies. The
anticipated period of performance would be for a minimum of three to
five years with additional option years. All responses to this Market
Survey are required not later than 30 days from the issue date of the
