Finch, 202-324-9012 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This notice is issued under Request for Quotation (RFQ) number 0007078, using Simplified Acquisition Procedures (SAP) and is unrestricted. The standard Industrial Classification is 3826. The solicitation document and incorporated provisions and clause are those in effect through Federal Acquisition Circular (FAC) 97-18. The Government intends to solicit and negotiate on a soul source basis with Rigaku/USA, Inc., 9009 New Trails Drive, The Wetlands, TX 77381, a Miniflex+ Portable X-Ray Diffraction System. The requirement is for the: Control and Measurement Software, a Jade 5.0 with Profiling Fitting, plus a 1.3 KW Air-Cooled Heat Exchanger, a Search/Match for Jade 5.0, a Dell Inspiron 7000 PII Notebook PC, and a shipping case. Rigaku is the only instrument manufacturer that offers a portable X-Ray Diffraction system. The Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive quotes. However, all quotes received within ten days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
