The National Institute of Standards and Technology (NIST), intends to enter into a sole source contract with the University of Maryland, Baltimore, MD under the authority of 41 USC 253(c)(1)- Only one responsible source. The contractor shall perform evaluation of accuracy of names and structures evaluate the differences between new data being acquired by NIST and current data in NIST collections, add evaluations of equilibrium measurements and examine the recent literature for data missed in the last several years. The university is the only vendor capable of performing this service because Dr. Liebman, with the Department of Chemistry and Biochemistry and his staff are uniquely qualified to perform this requirement because Dr. Liebman's experience in experimental and calculational thermodynamics as well as his extensive experience with error corrections in names and structures is unique. This work requires the ability to quickly examine large number of names and structures for consistency as well as the ability to examine extensive data sets for errors. The period of performance for this requirement is one (1) base year with two (2) one year optional periods. This notice of intent is not a request for competitive proposals. Written responses to this synopsis shall contain sufficient documentation (such as curriculum vitae) in order to establish a bona fide capability to fulfill the requirement.
