plans to issue a Request for Offer (RFO) for Engineering and Technical
Support for the DFRC Research and Operations Aircraft. NASA/DFRC
intends to purchase these services from Boeing Aircraft Company, St.
Louis, Missouri because of the unique configuration of the DFRC
research and operations aircraft. The DFRC research and operations
aircraft are heavily instrumented and modified in-order to carry out
present and future research objectives. The engineering and technical
services being procured under this action requires a detailed and
intimate knowledge of all the previous modifications and technical
changes completed on these aircraft. Understanding of the unique
modification drawings, design and test data, operating experience, and
personnel with the knowledge and history to accurately characterize
these aircraft are essential. The authority for other than full and
open competition is 10 U.S.C. 2304(a)(1) -- Only One Responsible
Source. The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. See Note 22. Interested organizations
may submit their capabilities and qualifications to perform the effort
in writing to the identified point of contact not later than 4:30 p.m.
local time on September 15, 2000. Such capabilities/qualifications will
be evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. An Ombudsman has been appointed. See
NASA Specific Note "B". All qualified responsible sources may submit
