with FAR 6.302-1, the Health Care Financing Administration?s(HCFA)
Office of Strategic Planning intends to negotiate on a non-competitive
basis with the Johns Hopkins University (JHU) Hygiene and Public
Health. The purpose of this request is to provide technical consulting
and analytic services to HCFA so that HCFA may better assess and
evaluate the JHU Ambulatory Care Group/Ambulatory Diagnostic Group
(ACG/ADG) model as an option for a potential Medicare+Choice payment
system. The specific purpose is for JHU to revise, extend and
recalibrate the ACG/ADG model on more recent Medicare data and provide
HCFA with the up to date software and recalibration. Under this
contract, JHU will make refinements to the ACG/ADG-Husdom model,
recalibrate the revised product, using more recent data with the goal
of improving performance using Medicare data for payment purposes. The
proposed period of performance is 18 months from date of contract

Health Care Financing Administration (HCFA) intends to negotiate, on a
sole source basis, with the Computer Corporation of America (CCA) for
products currently installed at the HCFA Data Center on IBM mainframe
computers. The current configuration of IBM9021/942 and IBM 9672/R64
computers with a MIP rating of 400 are to be upgraded to IBM 9672/T26
and IBM 9672/R36 computers with a MIP rating of 583. CCA is the only
responsible source that can provide the software upgrades to fulfill
