It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source basis with OCLC Online Computer Library Center, Inc., Technical Processing and Cataloging Services, 6565 Frantz Road, Dublin, Ohio 43017, to provide professional services for: a) searching an outside bibliographic source (i.e., the OCLC WorldCAT) a minimum of 344 titles and a maximum of 785 titles in German, French, and Spanish language; b) providing copy cataloging records for approximately 124-283 serial titles in these languages where copy is available in the OCLC WorldCAT; and c) providing original core-level serial cataloging records for approximately 220-502 serial titles in these languages for cases where no OCLC copy is found. The services will include applying the Anglo-American Cataloging Rules, 2nd Edition (Revised 1998) (AACR2R), the Library of Congress Rule Interpretations (LCRIs), and the CONSER Editing Guide (CEG) to the preparation of serials cataloging records, including descriptive cataloging andverification of name/series access points in the online authority file available via OCLC; assigning NLM Medical Subject Headings (MeSH) descriptors and transcribing class numbers for each serial. OCLC Online Computer Library Center, Inc., offers a trained library professional staff, with an in-depth knowledge of serials cataloging applying AACR2R and the Library of Congress Rule Interpretations (LCRIs), the CONSER Editing Guide (CEG), as well as experience in a wide variety of foreign languages including German, French, and Spanish. The staff also have experience in cataloging biomedical materials, including experience in using MeSH and the NLM Classification. OCLC also has experience in providing MARC21-formatted cataloging records via ftp. The period of performance is anticipated to start on or about September 18, 2000 and expire on or about September 17, 2001. The proposed acquisition will be procured under FAR Part 13 -- Simplified Acquisitions. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional services as stated above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
