The USDA, Agricultural Research Service, Application Technology Research Unit, Wooster, Ohio, has the requirement for Orchard Sprayer to be used for treating 4 meter (m) apple trees. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 5114-0-6020 is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. The solicitation is issued under full and open competition. Any responsible contractor may submit a quotation. Standard Industrial Classification Code 5083 with a corresponding size standard of 100 employees applies to qualify as a small business. Offerors are to propose prices for the following: CLIN (Contract Line Item Number) CLIN0001 (Option No. 1) Conventional style, axial flow fan, air blast, orchard sprayer for research plot work with capacity to treat 4 m tall trees; 1 each. The SALIENT CHARACTERISTICS:using 2 speed, adjustable pitch, axial flow fan; engine driven; trailer type chassis; flip-over nozzle bodies (Spraying Systems Co.*) with no-drip check valves; 10-12 outlet positions per side along main manifold; sprayer controller with radar speed pick-up; using sensors to detect presence of spray target and capable of controlling operating condition of different nozzle sections; hydraulic and mechanical tank agitation; 0-500 psi operating pressure capability; capable of spraying out from as little as 15 to as much as 300 gallons of spray solution; stainless steel tank; top and lower air deflectors; and CLIN0002(Option No. 1) Tower type of orchard sprayer for research plot work with axial flow fan with capacity to treat 4 m tall trees; 1 each; SALIENT CHARACTERISTICS:using 2 speed, adjustable pitch, axial flow fan; engine driven; trailer type chassis; flip-over nozzles bodies (Spraying Systems Co.*) with no drip check valves; 10-12 nozzle positions per side on lower manifold section and 3-4 inch nozzle spacing on towers; sprayer controller with radar speed pickup; using sensors to detect presence of spray target and capable of controlling operating condition of different nozzle sections; hydraulic and mechanical tank agitation; 0-500 psi operating pressure capability; capable of spraying out from as little as 15 to as much as 300 gallons of spray solution; stainless steel tank, top and lower air deflectors; or CLIN0003 (Option No. 2) Orchard sprayer for research plot work with quick-change, collapsible tower for using in conventional style mode only or quickly convertible (<10 Min) to tower mode; capable for treating 4 m tall trees, 1 each; SALIENT CHARACTERISTICS: using 2 speed, adjustable pitch, axial flow fan; engine driven, trailer type chassis; flip-over nozzles bodies (Spraying System Co.*) with no-drip check valves; 10-12 nozzle positions per side on lower manifold section and 3-4 inch nozzle spacing on towers; sprayer controller with radar speed pick-up: using sensors to detect presence of spray target and capable of controlling operating condition of different nozzle sections; hydraulic and mechanical tank agitation; 0-500 psi operating pressure capability; capable of spraying out from as little as 15 to as much as 300 gallons of spray solution; stainless steel tank; top and lower air deflectors. Offerors shall submit Descriptive Literature describing their proposed equipment in enough detail to ascertain whether the equipment meets the criteria listed above. Failure to submit descriptive literature or failure to demonstrate compliance will be cause to reject the proposal without further discussions. (*Reference to Spraying Systems Co. is a Brand Name or Equal.) FAR 52.212-1, Instructions to Offerors -- Commercial, FAR 52.212-2, Evaluation -- Commercial Items; FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items, FAR 52.212-4 Contract Terms and Conditions -- Commercial Items, and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items apply to this acquisition. The above FAR clauses may be viewed at http://www.ARNet.gov/far/. Government will evaluate both options for award purposes. Evaluation of Options will not obligate the Government to exercise the option(s). The evaluation factors for award listed above shall be considered equally, with no one element being weighted more than the others. Award resulting from this solicitation will be made to the responsible offeror whose quote offers the "best value" to the Government, which may not necessarily be the quote offering the lowest realistic price nor the highest technically. Quotations will be evaluated on price, past performance, and proof of meeting the salient characteristics listed above. In the event the offerors are considered essentially equal in terms of technical capabilities the government reserves the right to award to the offeror with the lowest realistic price. Offers must include completed FAR 52.212-3, a commercial warranty for equipment, and a list of at least four references to include name, address, phone number, and fax number. Final payment may be made 30 calendar days after acceptance of delivered equipment. Equipment will be shipped FOB Destination to: Dr. Richard Derksen, USDA-ARS-MWA ATRU, Agricultural Engineering Bldg. 1680 Madison Avenue, Wooster, OH 44691. Quotation Price must include any freight or shipping and in-field orientation at customers location, as well as any applicable duties, brokerage, or customs fees. Delivery of equipment desired to be within six (6) weeks after receipt of award (however delivery is negotiable). Offer must include a 30 calendar day acceptance period.
