Specialist, (215) 656-6913 The U.S. Army Corps of Engineers,
Philadelphia District is soliciting for offers to fulfill its
requirement for rip rap stone. The solicitation is for commercial items
and will be prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6 and supplemented with
additional information. The solicitation will be issued as Request For
Proposal (RFP), Solicitation No. DACW61-00-R-0024. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular (FAC) 97-13. The acquisition will
be processed in accordance with Simplified Acquisition Procedures
(SAP) and is a total Small Business Set-Aside. The associated Standard
Industrial Classification Code (SIC) for this procurement is 5032 with
a small business classification of 100 employees. SCHEDULE: LINE ITEM
NO. 0001 7,500 Net Tons of Type "A" Rip Rap Stone, LINE ITEM NO. 0002
5,000 Net Tons of Crusher Run CR 8 LINE ITEM NO. 0003 15,000 Net Tons
of Crusher Run CR 6 and LINE ITEM NO. 0004 600 Net Tons of Rip Rap Type
"R4". All items are to be supplied in accordance with the
specifications as stated in the solicitation. INTENT: The contractor
shall furnish all plant, labor, material, and equipment necessary to
perform all work, and testing if required, in strict accordance with
the specifications, schedules, and Contracting Officer's directives.
Method of measurement and basis for payment: (a) The quantities to be
paid for will be measured by the number of tons of 2,000 pounds each
furnished, accepted and delivered. (b) Properly certified weighing
slips or bill-of-lading weights will be accepted for all material
delivered and accepted. (c) All expenses of, and incidental to
determining the weight of stone delivery on the site, including and
certifying all scales, and all specified gradation testing, shall be
borne by the contractor and included by him in the contract unit price.
(d) The tonnage measured, as provided above will be paid for at the
contract unit price, which priceand payment shall constitute full
compensation for furnishing all labor, materials, equipment, tools and
incidentals necessary to complete the work as specified. SPECIAL
DELIVERY REQUIREMENTS: 1. All stone (Line Items 0001 through 0004)
shall be delivered to the C & D Canal between Reedy Point, Delaware and
Grove Neck, Maryland. (A) The Rip Rap stone, Line Item No. 0001, shall
be delivered at a minimum rate of 250 tons per day, Monday through
Friday, 0730 to 1500 hours. The Contracting Officer's Representative
(COR) shall be notified if the delivery rate will fall behind. (B) The
Crusher Run, Line Item No. 0002 shall be on an "on call delivery
schedule" and shall be placed on the roads with the "Chain Dump
Spreading Method", unless otherwise directed by the COR or his on-site
representative; or dumping to stockpile material. 2. Trucks will
observe all safety regulations while on U.S. Government Property. 3.
Deliveries may be canceled by the Contracting Officer if road
conditions, (wet, muddy, frozen, etc.) are not suitable. 4. The clauses
entitled "Variation in Quantity" and "Delivery of Excess Quantities",
apply to all the Line Items. RIP RAP MATERIAL: (a) GENERAL: All stone
shall be of a hard, durable quality, angular, free from lamination,
weak cleavages, and will not disintegrate under the elements nor be
easily broken in handling. Sedimentary stone will generally be
unacceptable. (b) QUALITY: Suitable tests and service records shall be
available to determine the acceptability of the stone. In the event
suitable test reports and service records are not available or a
question arises about the suitability of the stone, the material shall
be subjected to such tests as are necessary to determine its
acceptability. Tests to which the materials may be subjected include
petrographic analysis, specific gravity, abrasion, absorption, wetting
and drying, freezing and thawing, and such other tests as may be
considered necessary to demonstrate to the satisfaction of the
Contracting Officer that the materials are acceptable for use in the
work. The dry weight of the stone shall be at least 165 pounds per
cubic foot. Absorption shall not exceed 2% as determined by ASTM C
-127-68. All tests shall be made and certified by a reliable testing
laboratory, at the quarry owner's expense. The stone shall be rough and
angular in shape with the least principal dimension, not less than
one-third the greatest dimension. Weathered rock, flat slabs, boulders,
and parts of boulders will not be acceptable. (c) GRADATION: The Rip
Rap Stone gradation is divided up into three types, whose application
will be determined by the COR or his representative. The stone shall be
reasonably well graded in accordance with the specifications and as
shown on Rip Rap Gradation Curves, which will be, included in the
solicitation. (d) USAGE: 1. Type "A" -- This type will generally used
throughout the work area. PERFORMANCE PERIOD: The performance period
for this requirement is 60 calendar days from the date of award. Some
of the FAR provisions and clauses that are included in the solicitation
include: 52.212-1, Instructions to Offerors -- Commercial, 52.212-2
Evaluation-Commercial Items, 52.212-3, Offeror Representations and
Certification-Commercial Items, 52.212-4, Contract Terms and
Conditions-Commercial Items, and 52.212-5, Contract Terms and
Conditions Required To Implement Statues Or Executive Orders-Commercial
Items, 52.211-16 Variations in Quantity, and 52.211-17, Delivery of
Excess Quantities. Prospective Contractors are required to submit a
completed copy of the provisions at 52.212-3, Offeror Representations
and Certification-Commercial Items with their offer. Solicitation No.
DACW61-00-R-0024 will be issued on or about August 10, 2000 with a
closing date of August 24, 2000 at 1600 hours EST at the local place of
opening. Interested prospective contractors can request a copy of the
