The Marine Corps Systems Command intends to negotiate a sole source contract with Research Electronics International LLC (REI) of Cookeville, TN. The contractor will provide four Non Linear Junction Detectors (NLJD) for use within the Marine Corps' Technical Surveillance Countermeasures. REI is the sole developer and manufacturer of the NLJD. The NLJD manufactured by REI is the only known model that does not exceed RF frequency transmission safety limits necessary for unfetted use essential to discovering state of the art threats. The NLJD must contain an integrated transceiver and cable winder. Additionally, the NLJD must contain agile frequency functionality, single cable antenna & design, easily chargeable & replaceable batteries and sensitivity of at least -125 dBm for both harmonics. It must also be small and lightweight to fit into a briefcase. For security, integration, and maintenance purposes, the NLJD must be manufactured in the United States. No RFP is available for competitive bidding; however, interested parties may submit a statement of capability for satisfying this requirement, to include descriptive literature and pricing, within 30 days of this announcement to the contact person listed above. This announcement is not a request for competitive proposals; however all proposals received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
