58 -- UPGRADE OF NORTEL TELEPHONE SOFTWARE HARDWARE COMPONENTS SOL S-LMAQM-00-R-0122 DUE 091400 POC Contact, Ernestine Reddon, (703) 875-6054 The U.S. Department of State has a requirement for upgrade of Nortel Telephone hardware and software components (SIC Code 3661). Please note that this is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is S-LMAQM-00-R-0122 and is issued as a Request for Proposals. The solicitation/contract will include all applicable provisions and clauses in effect through FAC 97-18. The line items are Nortel Telephone components in three groups. Group One: Upgrade 94 existing Nortel Meridian Option 11C, 51C, 61C, and 81C PBXs from present release of software to release 25. Bid to include all Nortel software and hardware necessary to complete a successful upgrade installation. System serial number and present release of software available upon request for bidding purposes. Group 2: Upgrade 83 Nortel Meridian Administration Tools (MAT) systems from present versions to version 6.6. List of present versions of software available upon request for bidding purposes. No PC equipment required in the bid. Group 3: One time purchase of 14 Nortel Norstar Key Service Unit (KSUs) to replace manufactured discount telephone systems in the field. Bid will include telephones, cards, and spare equipment. List of required components is available upon request for bidding purposes. Shipping and handling costs if any must be listed separate per group. The contracting office upon request will provide a list of line items. Deliver F.O.B. Destination to Department of State, SA-21, 7500 Boston Blvd., Springfield, VA 22153, ATTN: Andy Harvey no later than 21 days after contract award. FAR 52.212-1, Instructions to Offerors-Commercial Items and FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Award will be made to the lowest priced, technically acceptable offeror. The following FAR clauses in paragraph (b) of FAR 52.215-5, Contract Terms and Conditions to Implement Statutes or Executive orders-Commerical Items, will apply to the resultant contract: 52.203-6, 52.219-8, 52.219-23 (para (b) (1) fill in : "Ten Percent"), 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-5, 52.225-13, 52.232-34, 52.239-1, 52.247-64. All offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with the proposal.
