for commercial items prepared in accordance with the format in FAR
subpart 12.6 as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Proposals may be faxed or emailed to the above named contact.
Request For Quotation Number is N66604-00-Q-5678. Incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-17. This is 100% Set-Aside for Small Business. SIC Code is
5065. NUWC Division Newport intends to purchase one (1) prototype Still
Image Frame Grabber and Video Display (PCI Based), to the following
specifications: 1. Analog Interface -- Acquire images at minimum rate
of 30 frames p/second -- Analog composite (CVSB) NTSC -- Analog
composite RS-170/CCIR -- Square pixel or CCIR-601 support -- Switch
between minimum of 4 CVSB acquisition channels -- Process a minimum
ofone real-time input channel. 2. PCI Interface Requirements -- Bus
master/slave -- Up to 130 MB/second sustained. 3. Image Formatting
Requirements -- Horizontal & vertical scale up of 2 minimum. 4. Display
Requirements -- Display will be the primary video display running on a
windows environment -- True-color image buffer -- True-color,
non-destructive overlay -- Full motion video (up to 30 frames p/second)
-- 4MB WRAM minimum of image buffer memory -- 4MB WRAM minimum of
overlay buffer memory -- 2MB WRAM minimum acquisition frame buffer --
Resolution must support 1280x1024 @60 Hz refresh rate -- VGA RGB video
output connector. 5. Software Requirements -- A software development
kit in C or C++ will be included with the Circuit Card. 6. Software
Environment -- A Windows NT 4.0 compatible capability is required with
Windows 2000 support by August 2000. 7. Form Factor -- A PCI module,
maximum size is single-height, a minimum one slot; full-length size
circuit cardis required. 8. Required Power & Environmental -- Power
consumption 4A maximum for 5V+/- 5% -- <800 mA for 12V +/- 10% --
<100 mA for -12V +/- 10% -- Operating temperature: 0 to 55
Centigrade -- Operating humidity: 10 to 90% relative humidity
(non-condensing). NOTE: Prior to award, the successful bidder shall be
required to successfully integrate and demonstrate the prototype
performance in the NUWC PeriVU system. Upon successful completion of
the initial test, and acceptance by the Government, successful bidder
will manufacture and deliver fifteen (15) additional units. Contract
will also have an Option 1 to be exercised at the discretion of the
Government within one (1) year after receipt of the basic units. This
Option will be for 16 more units, and should be priced along with the
initial 16. Prices are to be Firm Fixed and FOB Destination
(NUWCDIVNPT, Newport, RI). Complete specifications must accompany all
bids. A completed copy of FAR 52.212-3 Offeror Representations and
Certifications must be submitted with quote. Prospective bidders must
be either CCR (Central Contractor Register) registered or set up to
accept the Government Credit Card (currently the master Card) as a form
