National Institutes of Health, National Cancer Institute (NCI),
Division of Clinical Sciences plans on procuring a commercially
available program from Synthesis Technologies, Inc., 4030 West Brake
Lane, Building 4, Austin, Texas 78759. The provided supplies and/or
services are commercial as defined in FAR Part 2, and this acquisition
is being made in accordance with the test program for using simplified
procedures for certain commercial items as authorized in FAR 13.5.
Improved access to clinical trials data is required. This software
package will facilitate the analysis and most importantly the linkage
of biological and clinical data via a searchable repository. This will
enable the physicians and other health care professionals to query the
volumes of data for single and multiple individuals enrolled on one or
multiple clinical trials. Synthesis Technologies, Inc. has developed
a unique software program that enables physician-researchers to search
patient record data via a text search program andcollect and collate
information on specific modalities, therapies, variations in treatment
protocols, disease, and linked diagnostic issues. In addition, this
program reviews the text and detects negative issues thus avoiding the
inclusion of false positive data in the analysis. The program also
meets other required features, including: 1) PC based, 2) multiple user
licenses (20), 3) Electronic, web based database that enable
physicians/scientists to add information to the system and view that
information as text rather than fill-in-the-blank menu driven records.
4) Access to the system via standard web browsers that can be tailored
to the user's purpose/needs. 5) Laboratory results and medical
information from other linked systems are accessible and searchable via
the sysnthesys system. The use of standard general markup language
(SGML) allows archived data to be ported into the system. 6) Text files
are fully searchable with the added feature that false positive are
eliminated. 7) Immediate access to patient related data enabling
emergency/critical care personnel to review clinical information via a
standard workstation, improving care. 8) Stored information can be
culled to generate reports on treatment approach outcomes, adverse
events/adverse interaction, disease-related risk factors, etc. The NCI
researcher knows of no other commercially available program that can
search text with the accuracy and speed noted above. Specifically, no
other program has the capacity to eliminate false positives and search
multiple specific medical parameters simultaneously. This is not a
request for competitive quotation. However, if any interested party
believes it possesses this capability and can perform the above
requirement, it may submit a statement of capabilities. The statement
of capabilities and any other information furnished must be in writing
and must contain material in sufficient detail (including evidence of
peer review and valid scientific publication of methodology data) to
allow NCI to determine if the party can perform this requirement.
Capability statements must be received in the contracting office by
1:00 p.m. EDT (Local Washington, D.C. time) on August 17, 2000. If you
