a combined synopsis/solicitation for a commercial item prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. Solicitation number
001-1235-115-00030 is issued as a request for quotation (RFQ). This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 18. This solicitation is
reserved for 100% small business. The SIC Code is 3826, and the small
business size standard is 500. The agency need if for a single
integrated system which provides separations using: capillary
electrophoresis, capillary electrochromatography and micro high
performance liquid chromatography (HPLC). The following specifications
are to be included: 1. Two gradient HPLC pumps providing flows of 1
uL/min to 10 mL/min 2. UV/Vis detector -- variable wavelength 195-800nm
(wavelength accuracy better than +/- 3 nm; wavelength precision +/-
0.3nm) 3. High voltage power supply (0 to + 30 kV or 0 to -30 kV
continuously adjustable) 4. Chromatography data system (including A/D
and data acquisition software) 5. Injection valve (10, 20 or 50 nL) and
100 uL syringe and fill-port 6. Micro-fluid control module (mixer,
metering valve, back-pressure regulator) 7. Choice of 10 CEC columns

the responsible offeror whose offer, confirming the solicitation, will
be most advantageous to the Government, price and other factors
