This is a combined synopsis/solicitation. This announcement constitutes the only solicitation, and therefore, a formal written solicitation will not be issued. Responses to this notice should be provided in writing by 8/14/00, 2:30 PM PST. The solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 97-18. The Government intends to procure 1 EA Measurement System, Field Strength (Z Technology P/N S5007GPS) with the following accessories: FIELD STRENGTH METER (P/N R-507), 1/4 WAVE MAG MOUNT WHIP ANTENNA (P/N AA-800), TRIMBLE GPS RECEIVER W/POWER UNIT, TRIMBLE GPS ACTIVE MAG MOUNT ANTENNA, 12VDC TO 120VAC INVERTER, PENTIUM CLASS LAPTOP PC, SOCKET COMMUNICATIONS SERIAL CARD (P/N SL0707-078), INSTALL & INTEGRATE R507 SPECTRUM DISPLAY SOFTWARE, INSTALL & INTEGRATE DRIVE TEST CONTROL SOFTWARE, 8-IN X 13-IN X 18-IN POP-UP AIRLINE READY SYSTEM TRANSIT CASE, INTERNAL NICAD BATTERY, AC POWER SUPPLY/CHARGER, SOFT CARRYING CASE, EXTENDABLE ANTENNA, INSTRUCTION MANUAL, QUICK-STAT INSTRUCTIONS, DELORME STREET ATLAS USA SOFTWARE WITH Z TECHNOLOGY R500 TRANSLATOR, 0.3 TO 3.0 MHZ BLOCK CONVERTER (P/N BC-BCB), CALIBRATED TUNED DIPOLE ANTENNA SET (P/N AA-TV), AZIMUTH ELEVATION HEAD FOR TRIPOD (P/N AEH-251) TRIPOD (P/N ATU-251), AND TRIPOD CARRYING CASE (P/N TCC-251). Standard commercial warranty required. The system shall be delivered FOB destination 30 days after receipt of order to T-ASA, McClellan AFB CA 95652. This procurement is not set-aside for small business participation. All responsible sources may submit a quote, which shall be considered by the agency. The brand named items have been identified as meeting or exceeding the Government's minimum requirements, but are not established as standards upon which other offered brand named items will be evaluated. If the equipment proposed is the same as in the solicitation (i.e., same manufacturer and part number), the offeror need only make a statement to that effect. If the offeror is proposing other manufacturers or part numbers, the offeror shall identify the manufacturer and part number. The offeror shall also provide complete technical data. It is the offeror's responsibility to provide sufficient technical data to allow the Government to determine if the proposed substitution meets the Governments needs. Offerors are encouraged to provide existing product data, such as line cards, rather than creating data in response to this solicitation. To be eligible to receive an award resulting from this quotation, Contractormust be registered with the Central Contractor Registration (CCR) database, NO EXCEPTIONS. The following provisions apply to this solicitation and, to the degree applicable, to any resulting contract. FAR 52.212-1, FAR 52.252-2, FAR 52.202-1, DFARS 252.204-7004, FAR 52.212-2 -- The evaluation criteria for this solicitation will consist of technical capability of the item offered to meet the agency need, price, and past performance. When combined, technical and past performance are approximately equal to cost. The following marking and shipping instruction will be incorporated in any order/contract resulting from this solicitation: MARKING INSTRUCTIONS: The Contractor shall attach two copies of a detailed packing list in each box or container with unlike items where the full description of the contents is not authorized or cannot be shown. Include one (1) copy of the packing list inside the box or container and attach one (1) copy of the packing list on the outside of the box or container. The outside of the box or container should also include the complete shipping address as provided in the schedule. The packing list shall contain the following information: (a) Package number and set number (if any) of the container. (b) A list of the contents which shows the quantity by item, item description, part number, type and size, unit of issue if other than each. (c) Failure to provide a packing list may cause non-acceptance and rejection of the material created by an inability to identify the contents in a shipment. PARTIAL DELIVERIES: Partial delivery refers to the partial shipment of a unit of issue of each line item. Partial delivery of any portion of an item is not authorized and will not be accepted. Each item, including all components and subitems, is to be delivered complete.
