Avian Disease & Oncology Unit, East Lansing, Michigan, has the
requirement for Incubator setter, Incubator hatcher, and Additional
Parts and Equipment, to be used for hatching eggs. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation No. 5114-0-6019 is being
issued as a Request for Quotation. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-18. The solicitation is issued under full and
open competition. Any responsible contractor may submit a quotation.

Classification Code 5144 with a corresponding size standard of 100
employees applies to qualify as a small business. Offerors are to
propose prices for the following: CLIN (Contract Line Item Number) CLIN
0001 Extra plastic setter trays with frame and turning mechanism (7000
eggs capacity) 70 trays each; CLIN0002 pedigree hatching baskets, 108
each; CLIN0003 pedigree hatching dividers, 600 each; CLIN0004 humidity
control & probes, 4 each; CLIN0005 temperature control & probes, 4
each; CLIN0006 turning motor/mechanism, 4 each; CLIN0007 water filters
-- cannister, 2 each CLIN0008 filter cartridges, 24 each; CLIN0009
high pressure spray washers (2gal/min, 1000 psi, 120V), 2 each; (Option
No. 1) CLIN00010 Incubator-setter, 5 each; and (Option No. 1) CLIN0011
Incubator Hatcher, 6 each; or (Option No. 2) CLIN00012 (Option No.
2)Combination Setter +hatcher, 7 each; Combination of setter+hatcher,
if available should have total weekly capacity of 2000-2500 eggs each
for setting and hatching in the same unit. (CLIN 00010 & CLIN00011 can
be replaced by CLIN00012). The salient characteristics: SPECIFICATIONS
FOR SETTER -- Dimensions Depth 38-65 inches, width 34-45 inches, height
80-95; Capacity 2000-2500 Chicken Eggs; Ellectrical Supply 110V/60Hz or
220V/60 Hz; Fuse protection provided; Control & Alarm systems,
electronic control system with digital displays for temperature and
humidity, high & low temperature alarms, high & low humidity alarms,
ability for alarm system to centralized paper or computer system
(optional); Automation turning of eggs, humidity control (factory
pre-set, adjustable), temperature control (factory pre-set,
adjustable); Cabinet construction: should be plastic-coated metal with
good insulation properties. No wood exterior or interior, Stainless
steel interior walls on units (optional), turning tray frame should be
easily removable for cleaning and disinfection; Water filters on units
for cooling and humidity/temp controls. SPECIFICATIONS FOR HATCHER --
Dimensions: Depth 38-65 inches, width 34-45 inches, height 80-95
inches; Capacity 2200-2500 chicken eggs; Electrical supply 110V/60 Hz
or 220V/60 Hz; Fuse protection provided; Controls & Alarms systems,
electronic control system with digital displays for temperature and
humidity, high & low temperature alarms, high & low humidity alarms,
ability for alarm system to centralized pager or computer system
(optional); Automation, humidity, control 9factory pre-set,
adjustable), temperature control (factory pre-set, adjustable), Cabinet
Construction: should be plastic-coated metal with good insulation
properties. No wood exterior or interior, stainless steel interior
walls on units is optional, hatching baskets should be of heavy duty
plastic, easy to clean and disinfect, baskets designed for pedigree
hatching of 1-14 egg groups; Water filters on units for cooling and
humidity/temp controls; Incubator hatcher & setter should be relatively
maintenance free. Parts for both hatcher & setter, if required, should
be promptly available from the manufacturer; Good customer support
services, and warranty on the units; Units should come pre-assembled or
include expense for company assembly. Offerors shall submit Descriptive
Literature describing their proposed equipment in enough detail to
ascertain whether the equipment meets the criteria listed above.
Failure to submit descriptive literature or failure to demonstrate
compliance will be caused to reject the proposal without further

Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items apply to this acquisition. FAR
52.217-7, Option for Increased Quantity -- Separately Priced Line Item
(MAR 1989). The above FAR clauses may be viewed at
http://www.ARNet.gov/far/ . Evaluation of option(s) will not obligate
the Government to exercise the option(s). Quotations will be evaluated
on price, past performance, and proof of meeting the salient
characteristics listed above. The evaluation factors for award listed
above shall be considered equally, with no one element being weighted
more than the others. Award resulting from this solicitation will be
made to the responsible offeror whose quote offers the "best value" to
the Government, which may not necessarily be the quote offering the
lowest realistic price nor the highest technically. In the event the
offerors are considered essentially equal in terms of technical
capabilities the government reserves the right to award to the offeror
with the lowest realistic price. Offers must include completed FAR
52.212-3, a commercial warranty for equipment, and a list of at least
four references to include name, address, phone number, and fax number.
Payment will be made 30 calendar days after acceptance of delivered
equipment. Equipment will be shipped FOB Destination to: USDA-ARS-MWA,
ADOL; 3606 E. Mt. Hope Road, East Lansing, MI 48823. Quotation Price
must include any freight or shipping, and in-field orientation at
customers locations well as any applicable duties, brokerage, or
customs fees. Delivery of equipment desired to be within four (4) weeks
after receipt of award (however delivery is negotiable). Offer must
include a 30 calendar day acceptance period. Offers are to be received
