This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
F04700-00-T-0046. The solicitation is a request for quotation (RFQ).
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-18. The
standard industrial classification code is 3572. Place of delivery and
acceptance is at Edwards AFB, CA, with an FOB destination. The Air
Force Flight Test Center (AFFTC), 413th Flight Test Squadron (413th
FLTS), Edwards AFB has a requirement for a special equipment to measure
RF electric (E) fields and signal power densities to support
DARPA/Boeing Unmanned Combat Air Vehicle (UCAF) and to provide RF
safety survey equipment and training materials in support of
high-energy RF electric (E) fields and power densities (S) under two
conditions: (1) use of one portable RF survey system to measure power
density and E fields in shielded Deployable Electronic Combat
Measurement System (DECMS) vans and AN/MST-TIA Multiple Threat Emitter
System (MUTES) control cabins during test operations under high-energy
RF (HIRF) conditions, and (2) use of one RF survey system to measure
the power density and E fields as close to the test aircraft as the
measurement equipment will permit. It is presumed that HIRF information
from the test aircraft RF probe would be relayed back to a rack-mounted
meter that would be installed in one of the DECMS signal vans. Distance
from the probe to the signal van/meter would be at least 100 feet.
Accessories, i.e., RF cables, RF attenuators, training videos, etc. are
included in this acquisition. The following are some specific
requirements: RF safety survey equipment must have the capability to
measure at greater distances to construct a data curve which can be
extrapolated to determine the approximate RF levels at the test
aircraft in accordance with established formulas for near field and far
field RF attenuation. The primary equipment in the RF survey system
consists of two sets of interchangeable RF probes, cables, and meters,
capable of measuring far field average power density (S) and electric
field (E). Near field E and S measurement capability is not required,
but highly desired; at least one of the power density probes should be
capable of measurements up to at least 1000 mW/cm2. Calibration
data/procedures for all meters and probes must be provided. The
