commercial items prepared in accordance with the format in FAR subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is R4-6208-2000 and is issued as a request for
quotation (RFQ). The SIC is 3826. This solicitation document
incorporates those provisions and clauses in effect through Federal
Acquisition Circular 97 -- 18. The USDA, Agricultural Research Service,
Wind Erosion and Water Conservation Research Unit requests the
procurement of one (1) Particle Size Analysis Bench Laser (Particle
Sizer) to be used by the Laboratory to measure wet and dry samples of
dust and soil. The samples my be very large or very small and may be
bulk or deposited on filters. System Description and Specifications:
The requested Particle Sizer must have the following minimum
specifications. Instrument: 1) Two laser light sources. 2)
Logarithmically spaced multi-element detector. 3) Able to measure from
0.02 micron up to 2000.0 microns on one lens. 4) Reverse Fourier
optics. 5) Automatic obscuration triggering. 6) High resolution and
sensitivity. 7) Able to do wet and dry measurements. 8) Able to read a
wide range of samples like, emulsions, suspensions, pastes and dry
powders sampling. 9) Modular design with all sampler accessories
external to the optical bench. 10) Automated samples must be
automatically recognized by the software. 11) Have it's own computer,
printer and software. Sampler: 1) Dry powder feeder must be pressure
controlled and recorded through the software. 2) Have a manual wet
feeder with ultrasonic, variable volume 600-1000 ml. Software: 1)
Ability to view raw data, fit, and residual calculations. 2) Automatic
software recognition of sampler in place. 3) Custom report designer
function in software to facilitate unique screen views and print
reports. 4) Result emulation to provide the ability to correlate
different particle size methods. 5) Trend graphics to allow for
statistical process control sheet generation. OPTIONAL Trade-in: We
have a model Malvern Series 2600C Droplet and Particle size Analyser
Laser. Please show Trade-in value on your quotation. Also, the
Government is willing to accept demonstrator units for a reduced price
as long as the unit carries a Like-New warranty. The contractor shall
perform all delivery, set-up and training so that the Particle Sizer
is complete and ready to use. The Particle Sizer shall be delivered to
the USDA, Agricultural Research Service, Wind Erosion and Water
Conservation Research Unit, 3810 4th Street, Lubbock, Texas. The
Government "desires" delivery within 45 days or less after receipt of
the purchase order by the successful offeror; however, each offeror
shall include their proposed delivery schedule as part of their
quotation. Acceptance and FOB point are destination. In order to be
considered for award offerors shall provide a quotation on company
letterhead detailing the unit pricing; descriptive literature,
brochures, and five references for the proposed instrument that have
received the proposed instrument within the last three calendar years
(Government references preferred but will accept commercial references)
shall also be provided for the product quoted. FAR 52.212-1
(Instructions to Offerors -- Commercial Items), FAR 52.212-2
(Evaluation -- Commercial Items), the significant evaluation factors,
in the relative order of importance, are (i) technical capability of
the item offered to meet the Government requirement; (ii) past
performance; and (iii) price (based on F.O.B. Destination), and FAR
52.212-4 (Contract Terms and Conditions -- Commercial Items) apply to
this acquisition. FAR 52.212-5 (Contract Terms and Conditions Required
to Implement Statutes or Executive Orders -- Commercial Items) also
applies, with the following clauses from (b) applicable to this
acquisition: FAR 52.203-6; FAR 52.219-4; FAR 52.219-8; FAR 52.219-23;
FAR 52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR
52.225-16; FAR 52.232-36. Offerors shall include a completed copy of
the provision at 52.212-3 (Offeror Representations and Certifications
-- Commercial Items), with this offer; a copy of this provision may be
obtained from the contracting officer or at http://www.arnet.gov/far.
