E-MAIL: Kimberly D. Duncan, k.d.duncan@larc.nasa.gov. NASA/LaRC plans to issue a Request for Quotation (RFQ) for Analytical Spectral Devices Inc., FieldSpec Radiometer and associated components. These will fly on the Langley OV-10 aircraft as part of the C-FAR (CERES Fixed Wing Airborne Radiometer) experiment. These items are direct replacements for instruments, systems, and components which are currently on the C-FAR OV-10 aircraft. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Analytical Spectral Devices, Inc., as unique supplies available from only one source. These replacement items must provide exact fit in terms of measurement precision, mechanical installation hole patterns, power connectors, and signal connector requirements of the existing sensor array and Analytical Spectral is the only company that can provide a compatible product. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 18, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
