Officer, 407/380-8172 The Naval Air Warfare Center Training Systems
Division intends to negotiate on a sole source basis with Electronic
Warfare Associates (EWA), Inc., Arlington, VA under authority of
Federal Acquisition Regulation 6.302-1, Only One Responsible Source and
No Other Supplies or Services Will Satisfy Agency Requirements. Using
the current design and assorted hardware, software and interconnections
previously procured for the program, the contractor shall be
responsible for providing a complete EA-6B Weapons Systems Trainer,
Device 2F178. The contractor shall be responsible for design,
fabrication, integration, documentation, shipping, installation and
testing of the device. The training device shall be located at Marine
Corps Air Station, Iwakuni, Japan. As a subcontractor under the prime
contract, EWA has intimate knowledge of the current design, the
remaining requirements and technology aspects of the EA-6B Weapons
Systems Trainer, Device 2F178 Program. Through EWA's working
relationship with the previous prime contractor, EWA has gained unique
and extensive knowledge of the EA-6B Weapons Systems Trainer as
designed by the prime. Because the contract requires in-depth knowledge
of the current design (including the prime contractor's proprietary
Mission Simulator System (MSS) and the Human Interface Data Acquisition
System (HIDAS)), award through competition would require substantial
duplication of cost that the Government would not recover through
competition and would create unacceptable delays in fulfilling the
EA-6B's mission requirements. In addition, key elements of the Tactics
station were developed but not delivered by EWA. Any other contractor
would have to start over with a new design, which would require as
much as an additional 18 months of development time to reach the same
stage of completion that EWA is now in. To meet timeframes, milestones,
and schedules, EWA has established relationships with key personnel,
who were instrumental in the design of the trainer, have worked on the
program for the past two years and can perform the required contract.
Any response to this notice must show clear and convincing evidence
that competition would be advantageous to the Government. In doing so,
interested sources must submit detailed technical capabilities,
pricing, and any other information, which demonstrates their ability to
meet the needs of the Government. Detailed capabilities must be
submitted to the above address (Attn: Tim Cichon) by AUGUST 21, 2000.
All information shall be furnished at no cost or obligation to the
Government. Responses shall be limited to no more than FIVE pages. This
synopsis is not to be considered a request for quotations or proposals.
No solicitation document is available and telephone requests will not
be honored. No contract will be awarded on the basis of offers received
in response to this notice, but will be used to determine if a
comparable source is available and more advantageous to the Government.
If no affirmative written response is received, the contract will be
