plans to issue a Request for Quotation (RFQ) for 1 each of a wireless
Ethernet modem developed for use in rough terrain. It shall be PC-104
based Ethernet, transfer data at more than 11 mbps, required to work in
rough terrain/steep hills, shall transfer data at least 5 miles without
dropping any bit. This procurement is to procure one of these modems,
to evaluate its capability, a report detailing integration into the
Remote Acquisition & Storage System (RASS), and provide the needed
software. There will be an option to purchase 15 additional modems if
the demonstration is successful. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to
purchase the items from University of Oklahoma, who has unique supplies
available from only one source. The University of Oklahoma has modified
a commercially available wireless Ethernet modem under a previously
funded NASA grant to allow for use in wind tunnels. If another company
were to develop /modify a wireless Ethernet modem with these
capabilities it would take substantial duplication of money and time,
and these costs are not expected to be recovered through competition.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on August 17, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
