Acquisition Center, Natick Contracting Division intends to negotiate
with Ro-Search, Inc., P.O. Box 188, 150 Westwood Circle, Waynesville,
NC 28786 on an other than full and open competitive basis (FAR 6.302)
to acquire Antipersonnel Mine Protective Overboots model #WE-95630A of
varying sizes. These overboots are a component of the Body Armor Set,
Individual Countermine (BASIC) Pre-Planned Product Improvement (P3I)
system and are designed to minimize leg and foot injuries caused by the
detonation of small, blast type pressure initiated antipersonnel mines.
Specifically, the Government will acquire thirty-three (33) pairs of
Antipersonnel Mine Protective Overboots, size 5; one hundred and
sixteen (116) pairs of Antipersonnel Mine Protective Overboots, size 7;
one hundred and forty-seven (147) pairs of Antipersonnel Mine
Protective Overboots, size 9; thirty-five (35) pairs of Antipersonnel
Mine Protective Overboots, size 11; fourteen (14) pairs of
Antipersonnel Mine Protective Overboots, size 12; and one (1)
Antipersonnel Mine Protective Overboot mold, size 5. The supplies shall
be delivered by 15 November 2000. A firm fixed-price contract awarded
under the Simplified Acquisition Procedures in FAR Part 13 is planned.
All deliveries shall be F.O.B. Destination to the Protective Apparel
Corporation of America, 148 Cedar Place, Norris, TN 37828-0929 as
Government Furnished Property FP under contract DAAN02-98-C-4008. The
Government believes that this contractor is the only source able to
provide the required supplies in the required time frame. Based on
ongoing market research, the Antipersonnel Mine Protective Overboots
model #WE-95630A produced by Ro-Search are the only items that meet the
BASIC P3I Statement of Need, Clothing and Individual Equipment (SN-CIE)
requirements. The SN-CIE footwear requirement encompasses three
critical subfactors: protection, configuration, and weight. Protection
-- footwear shall provide a minimum blast protection against
antipersonnel mines containing one ounce (28.4 grams) of explosive
charge with an injury assessment rated salvageable limb (Threshold) or
no major injury (Desired). Configuration -- compatible to fit over the
standard Infantry U.S. leather combat boot and afford traction on mud,
sand, and rocks by traversed by military personnel. Weight -- maximum
of 2.5 pounds (1.13 kg) per boot/footwear for an average size
(approximately U.S. size 9). Interested persons may identify their
interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all proposals received within fifteen days after
date of publication of this synopsis will be considered by the
Government. A determination by the Government not to compete with this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. This notice represents the only official
notice. There is no solicitation document for this acquisition.
