synopsis/solicitation for commercial services prepared IAW the format
in the Federal Acquisition Regulation (FAR), Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a written solicitation will not be issued. Solicitation
Nbr DE-RQ65-00WN54596 is issued as a Request for Quote (RFQ). The
incorporated document, provisions, and clauses are those in effect
through Federal Acquisition Circular 97-18. This procurement is
unrestricted under Standard Industrial Code (SIC) Code 4522 with a
small business size standard of 1,500 employees. The Dept of Energy,
Western Area Power (Western) requires Helicopter Flying Services to
perform the following: LINE ITEM 001 -- Replace 16 marker balls on the
Captain Jack-Olinda 500kV High Voltage Transmission Line. Location is
approximately 40 miles northeast of Redding, CA (north of State Hwy
299) in Shasta County. This High Voltage Transmission Line span is
approximately 3,850 feet high, between Towers/Structures 427 and 428.
Western will provide the marker balls. LINE ITEM 002 -- Unwrap the West
Phase Conductor between Towers/Structures 469 and 470 and install
additional spacer to line to prevent the line from rewrapping itself
again. This work is also located on the Captain Jack-Olinda 500kV Line,
30 miles northeast of Redding, CA (north of State Hwy 200) in Shasta
County. Western has coordinated with the State of California ISO for a
power line outage on this transmission line for September 20 and
September 23, 2000. The work required will need to be performed and
completed on these two days. Contractors must be aware that the
California ISO may cancel Western's request for a power line outage on
these two days due to weather (i.e., weather is too hot maximizing the
requirement for power). If this occurs, the dates may be revised. The
Service Contract Act applies to this procurement. A copy of the wage
rates have been requested fromthe Dept of Labor and will be provided
upon receipt. EVALUATION CRITERIA: Significant Evaluation Criteria
Include: (1) Primary specialized experience in construction and repair
of high voltage transmission lines, including appropriate licenses and
certificates; (2) Technical qualifications of the staff in the
construction and repair of high voltage transmission lines. Education,
Training and Experience will be reviewed; (3) Ability of the firm to
accomplish tasks within required timeframe and cost limitations; (4)
Past Performance on relevant Western contracts will be a factor,
however, lack of such performance will not necessarily preclude a firm
from consideration. Contractor must provide prior to award
documentation regarding insurance coverage (i.e. worker's compensation
and limits of liability), certificates in first aid/CPR, and
compliance of personnel and equipment with current FAA regulations.
Contractor is required to have an accident prevention program. FAR
52.212-1 -- Instructions to Offerors—Commercial Items (Nov 99) is
incorporated by reference and applies to this acquisition. The
provision at 52.212-2 Evaluation of Commercial Items (Jan 99) applies
to this acquisition and 'a' is completed: 'adherence to requirement,
past performance and price.' Technical (which is adherence to the
requirement) and past performance when combined are more important than
price. Offeror shall include a completed copy of the provisions at
FAR52.212-3 Offeror Representations and Certifications Alt I --
Commercial (Feb 00) with its quotation. FAR 52.212-4 Contract Terms and
Conditions -- Commercial Items (May 99) is incorporated by reference
and applies to this acquistiion. FAR 52.212-5 Contract Terms and
Condtions Required to Implement Statues or Executive Orders --
Commercial Items (Feb 00) applies to this acquisition. The Contracting
