synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
DAAH10-00-R-0007, and is issued as a request for proposal (RFP). This
solicitation and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-18. The Standard
Industrial Classification applicable to this solicitation is 3724. The
size standard is 1,000. The Government intends to acquire the
following on a sole source basis under the authority of FAR 6.302-1: 1
each, Electronic Control Unit-Interface Computer (ECU-IC) -- model
FW8000 series complete Field Workstation and 2 man-days of on-site
system training. The intended source of supply is Chandler Evans
Controls Systems Division, Charter Oak Boulevard, P.O. Box 330651, West
Hartford, CT 06133-0651. Desired delivery is not later than 15 Dec
2000. The inspection/acceptance and FOB point is Destination (Ft.
Eustis, VA). The provision at 52.212-1, "Instructions to Offerors --
Commercial Items", applies to this acquisition without addenda. The
provision at 52.212-2, "Evaluation of Commercial Items", applies to
this solicitation. The following factors will be used to evaluate
offers: technical capability of the item offered to meet the Government
requirement and price. Technical capability is paramount. Offerors
shall include a completed copy of the provision at 52.212-3 "Offeror
Representations and Certifications -- Commercial Items" with its offer.
The clause at 52.212-4, "Contract Terms and Conditions -- Commercial
Items", applies to this acquisition without addenda. The clause at
52.212-5, " Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items", applies to this
acquisition. The following optional clauses cited within52.212-5 apply:
52.222-21, "Prohibition of Segregated Facilities"; 52.222-26,"Equal
Opportunity"; 52.222-35,"Affirmative action for Disabled Veterans and
Veterans of the Vietnam Era; 52.222-36,"Affirmative Action for
Handicapped Workers"; 52.222-37,"Employment Reports on Disabled
Veterans and Veterans of the Vietnam Era"; 52.247-64,"Preference for
Privately Owned U.S. Flag Commercial Vessels". The clause at DFARS
252.212-7001, " Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items", applies to this acquisition. The following optional
clauses cited within 252.212-7001 apply: 252.225-7001, "Buy American
Act and Balance of Payment Program"; and 252.247-7024, "Notification of
Transportation of Supplies by Sea". As previously noted the intended
source of supply is Chandler Evans Controls Systems Division, West
Hartford, CT. Specifications, plans or drawings relating to the
procurement are not available and cannot be furnished. The ECU-IC
system will be utilized on the Kiowa Warrior during flight test
activities to acquire pertinent engine operational parameters, such as
rotor speeds, gas temperatures, and engine torque/hp. The ECU-IC
system will monitor the Full Authority Digital Electronic Control
(FADEC) data bus, convert the data stream information into engineering
units and record the data real time via an onboard, flight worthy,
data acquisition computer. The ECU-IC system shall consist of all the
necessary data wiring harnesses, flight worthy data acquisition
computer with necessary data acquisition cards, documentation, and all
software needed for seamless data acquisition / analysis. This effort
shall also include necessary Government personnel training. There is
no other known system that affords the capabilities of the Chandler
Evans' ECU-IC, which meet Government requirements. All responsible
sources may submit a proposal, which shall be considered. Proposals are
due 16 August 2000, 2:00 p.m., EST. Written quotations should be sent

determination has been made that performance under this contract may
require access to and/or generate technical data the export of which is
restricted by the Arms Export Control Act (Title 22, U.S.C., Sec. 2751
et seq) or Executive Order 12470. Prior to award, the successful
firm(s) will be required to provide an "Export-Controlled DoD Technical
Data Agreement" certification number issued in accordance with DoD
Directive 5230.25. This certification may be requested from the Defense
Logistics Services Center, ATTN: DLSC-FBA, Federal Center, Battle
