Stringfield, Contracting Officer, (202) 514-5731 or John Young, Supervisory Contract Specialist, (202) 305-7745 The Office of Justice Programs(OJP), National Institute of Justice (NIJ) attends to award on a sole source basis a purchase order to Integrated Wave Technologies (IWT), 4042 Clipper Court, Fremont, CA 94538, to fabricate and deliver twenty-five (25) additional functional Voice Response Translator Systems. Since 1996, IWT has been developing a Voice Response Translator(VRT) device for NIJ, under two Cooperative Agreement awards. Over the course of the VRT development effort, IWT fabricated initial prototypes devices (a.k.a. "blue units"), and advanced prototype devices (a.k.a. "gray units"). NIJ has applied this hardware to support police departments in the field assessment effort. The VRT device is a body-worn communications tool that will enable law enforcement officers to better communicate with persons who do not comprehend or speak English. The VRT will emit audible phrases in a language other than English in response to a spoken prompt made by an English-speaking law enforcement officer. The Agency feels that IWT is uniquely qualified to fabricate the VRT device. The VRT is not a commercially available item. IWT developed the VRT device, and the only prototype versions of the device have been fabricated by IWT. NIJ has supported IWT since 1996, at a cost of nearly $1million dollars, to develop the VRT device to its present status and the Government feels that it would not be cost effective to restart this project with another vendor. Based on time constraints and the effort required by IWT to become capable of responding to NIJ's request for fabricating VRT devices, it is unrealistic to expect another source to be independently capable of satisfying NIJ's request in a short period (3 months) of time. The purchase shall be negotiated in accordance with the authority of 41 U.S.C. 2152 (c)(1) -- Only One Responsible Source with unique capabilities. This is NOT A REQUEST FOR QUOTATION.
