The Virginia Contracting Activity on behalf of the Defense Intelligence Agency (DIA) is synopsizing/soliciting sources for Country Assessment of South Africa in accordance with the Statement of Work below. Award will be based on the contractor's ability to meet the criteria of the statement of work and the most advantageous cost to the Government. Statement of Work for Defense Costing Database 1. This project provides support to the Defense Intelligence Agency (DIA) through creation and population of a military costing database. This database will contain the cost estimating relationships (mathematical formulas) derived from the developmental, production, and operations and support costs for major U.S. weapon systems organized in a user-friendly Excel spreadsheet. These cost estimating relationships will provide the unit costs needed for an in-house defense costing model. 2. US defense planners in OSD (PA&E, Net Assessment, DASD Strategy, DASD Requirements and Plans), the Joint Staff, and at the various commands seek comparative costing data on foreign military programs and weapon systems to assess military affordability under various economic scenarios, comparative costs between nations, and likely introduction dates of foreign threat systems. The creation of a costing database will provide analysts a standardized, methodologically rigorous tool for assessing trends in defense outlays in foreign countries, comparing defense efforts across countries, and inserting judgements on economic viability into projections of future defense challenges. 3. Cost estimating relationships based on U.S. weapon systems will serve as the basis for estimating comparative life-cycle costs of foreign weapon systems and foreign defense practices. 4. TASKS: The task shall be carried out in two phases. 4.1. Phase I. Compilation of data. The contractor shall search out and compile cost estimating relationships derived from a government provided list of specified U.S. weapon systems, using its unique expertise to discern the best cost estimating relationships if more than one exists. For each system or major component, separate cost estimating relationships (CERs) will be compiled for developmental, production, and operations and support costs. These CERs will require a limited number of inputs (see Attachment 1 for examples of the types of CERs required)even though each system comprises hundreds of internal cost relationships. These CERs will be organized by the contractor into an Excel-based spreadsheet which permits the user to obtain, individually, the RDT&E, procurement, and operating & support (excluding personnel) costs associated with a complete weapon system. In the case of aircraft and ships, a complete system would be the operational platform, including electronics. In cases where the "system" consists of separate elements, such as a SAM system consisting of the launcher, missile, and electronics (radars), the CERs should generate costs of the individual elements and allow the user to combine varying numbers of each element. For example, in a typical SAM site, the user should be able to build a site with 10 launchers, 100 missiles, and 4 radars. The contractor shall exploit open source information, company holdings, other company proprietary data, and U.S. armed forces information. Provision shall be made for the government to include classified data at a later date. Phase II. Spreadsheet interface. The method for inputting data to the CERs developed in Phase 1 needs to be user-friendly. To accomplish this, the input system must show the user what information is required for the selected CER (such as a fighter aircraft or component) and provide a friendly means of inputting this data. For example, if the CER requires weight, speed, range, altitude, number of engines, and engine thrust a form or drop-down menu or pick list should be available displaying the required input with a field adjacent to it for data input. 5. DELIVERABLES: The contractor shall deliver agreed upon weapon system CERs in an Excel spreadsheet. Deliverables are to be made to the Contracting Officer's Representative (COR) at the address below: Defense Intelligence Agency Building 6000, BAFB Attention: DI-OM7 5.1. Notice Regarding Late Delivery: In the event the contractor anticipates difficulty in complying with the contract delivery schedule as stated in paragraph 5.2,the contractor shall immediately notify the Virginia Contracting Activity (Contracting Officer (CO)) in writing, giving pertinent details, including the date by which it expects to make delivery. If the written justification is accepted by the Government, the CO will in turn notify the contractor that the Government will agree to the requested time, with no extra cost to the Government. 5.2. INSPECTION AND ACCEPTANCE: Inspection and acceptance of deliverables shall be at the Defense Intelligence Agency, Washington, DC 20340. To ensure that all work is performed in accordance with the tasks specified in this portion of the SOW, acceptance of all deliverables shall be made to the COR. 6. SPECIAL PROVISIONS: 6.1 SECURITY REQUIREMENT: SECRET level clearance is required. 6.2 PERSONNEL: The selection of personnel to be assigned to the tasks set out in this portion of the SOW shall be at the discretion of the contractor, subject to the approval of the DIA Global Coverage Program Manager/COR. 6.3 GOVERNMENT FURNISHED DATA: As desired by the Government in performing the tasks. 6.4 TRAVEL/SCHEDULE: As a minimum, 2 trips to the Defense Intelligence Agency. 6.5 PERIOD OF PERFORMANCE: All work shall be completed no later than 180 days from contract signing. 6.6 PLACE OF PERFORMANCE: All work shall be performed at the facility of the contractor. Attachment 1 Examples of CERs The CERs required in this effort must be at a reasonably aggregate level, such as total cost for a complete system (fighter aircraft) or at the major component level (for a missile; the airframe, propulsion, and warhead) which can be aggregated to obtain a full system cost.
