Financial Responsibility and Management Assistance Authority
("Authority") working on behalf of the District of Columbia (District")
government will be issuing a solicitation to select a program
management firm for The Metropolitan Police Department ("MPD")
Substation renovations. The turn-key project will provide the following
services: (1) The PM shall provide program assistance, coordination and
oversight for the competitive selection of a general contractor ("GC")
and an architectural and engineering services firm ("A&E"). (2) The PM
shall cause draft contracts to be prepared between the PM, the GC and
the A&E respectively. The draft contracts shall be prepared in
conjunction with the Authority's counsel, who shall assure legal
sufficiency of these documents. (3) The PM shall provide program
assistnace, coordination and oversight for the selection of lower tier
subcontractors. (4) The PM shall measure three criteria: cost, time
and client satisfaction. (5) Provide the lead on the execution of the
Lease between the Developer(s) and the District of Columbia. (6)
Provide the lead in the resolution of land acquisition, zoning issues,
environmental issues, business relocations, traffic flow patterns and
the realignment thereto. (7) Install a client communications systems
consisting of a project specific web site with e-mail capabilities. The
project web site shall be divided into two areas: one for general
project information that is accessible by the public; the other, a
secure area for project team members only. (8) Develop a comprehensive
pro-forma cost schedule for the District Of Columbia of Lease on a
monthly, yearly and projected aggregate basis to enable agencies to
anticipte future lease payments and to budget appropriately. (9) The PM
will be responsible for delivering of a turn-key solution, i.e. the
chosen PM will be responsible for enabling the MPD to move into
work-ready spaces at an agreed upon date with assigned parking spaces
and a facilities' management contract in place to coincide with the
term of the Lease. (10) The PM is also responsible for negotiating,
controlling and implementing potential changes to any of the building
plans; (having the staff in place to produce, revise and/or critique
all necessary planning, budgeting, costing, designing, engineering, and
retrofitting, which may become necessary for the successful and timely
completion of building project. Responsibilies also include change
order management in concert with the Lease. (11) The PM will also
conduct weekly project meetings and distribute minutes of such
meetings. The project progress meetings will be attended by
representatives of the Authority, the COTRO, PM's and Developer's
representatives, and any other representative who may add value at a
particular point of the project. The meetings will focus on mission
critical items and time-lines and potential obstacles and solutions
thereto. Included therein will be a review of projected cost versus
actual cost information, including savings that may have been obtained
through value engineering. (12) The PM will also be responsible for
all technical inspections (in cooperation with the Developer) and
ensure that all required permits are obtained. Prior to the start of
the project, the PM will present a schedule of all anticipated
inspections and permits to be obtained. (13) The PM will present a
staffing model which shows who will be the point-of- contact employee
in charge of this project and who will be responsible for proper and
