Landscape Architect-Engineer (A-E) services are required for design of
construction projects, studies, and supporting services at Vandenberg
AFB, California. Open-end A&E contracts will be issued for a one year
period (basic year) with four additional one-year option periods if
the Government chooses to extend the contract. A pre-selection board
will select the top ten A-E firms based on the selection criteria
identified in the below factors. A final selection board will select
the top five A-E firms based on the evaluation factors and interviews
with A-Es and/or references. From the top five A-E firms, multiple
contracts may be awarded based on projected design workload, available
funds, and the evaluation of A-E submittals. Individual delivery order
fees issued under this contract will not exceed $299,000, with the
exception of the initial delivery order that may exceed this
limitation. The total fees for the basic year will not exceed $750,000.
The total fees for the basic and option years combined will not exceed
$3,750,000 total or $750,000 per year. A minimum of $5,000 in fees
will be issued under the contract. Delivery orders will be issued as
needed throughout this contract period. Delivery orders may be competed
based on prices between two or more A-E firms. Design services are
required for the landscape design, landscape renovation, repair, and
maintenance of residential, commercial, and industrial facilities. Site
development, including parks and open spaces, may include hardscape,
paving, playground equipment, irrigation, plant materials, lighting,
ancillary site structures and site furnishings. Design services include
sketches, presentation drawings, and the preparation of construction
drawings in AutoCAD and specifications in CSI format. In addition,
photographs taken by a professional landscape architecture photographer
may be required for selected projects. Investigative services may
include studies, reports and design analyses, surveys, and cost
estimates. The primary discipline for the A-E selection is landscape
architecture, however projects could include various combinations of
landscape architecture, architectural, structural, civil, mechanical,
electrical, environmental and other engineering and technical
disciplines. The primary discipline must be accomplished by the
selected A-E firm; however; qualified consultants may accomplish other
disciplines. Submit both corporate and key personnel credentials for
the primary firm and for all relevant consultants. All contract
drawings must be stamped by a professionally licensed landscape
architect, architect or engineer, as appropriate, licensed in the state
of California. SELECTION CRITERIA: Selection criteria in the discipline
of landscape architecture (listed in descending order of importance):
1. Overall experience and quality of work (completed in the last 5
years) in terms of: a. Design excellence. b. Diversity and complexity
of projects. c. Environmental considerations. 2. Qualifications,
training, and experience of designated key personnel to be used on the
contract for the primary firm and consultants, including playground
and OSHA Safety Requirements. 3. Past customer satisfaction. 4.
Management adequacy for subject contract: a. Capacity to accomplish
delivery orders. b. Prior work with proposed consultants. c. Timeliness
and ability to meet deadlines. d. Cost management ability. 5. Specific
experience in the California central coast area. 6. Previous
experience with federal, state, or local government projects. 7.
Proximity to Vandenberg Air Force Base. Firms desiring consideration
shall submit Standard Forms 254 and 255 and other information pertinent
to the selection criteria NLT 4:30 p.m., 30 days from the publication
