Base, Ohio intends to negotiate a sole source IDIQ contract for
sustainment and modification of the Reliability and Maintainability
Information System (REMIS). The contract will be awarded to PRC Inc. of
McLean, VA. The initial contract will be awarded for the FY 00 REMIS
Automated Problem Report (RAPR) Backlog Project and the Chief Financial
Officer (CFO) Compliance Project. A RAPR is used to document a problem
in the REMIS application software, and the purpose of the RAPR Backlog
Project is to reduce the accumulated number of REMIS RAPRs. The purpose
of the CDO Compliance project is to modify the REMIS application
software to enhance capabilities in the areas of audit trails,
transaction histories, and file data verification. These enhancements
are required in order for REMIS to comply with CFO requirements
identified for Air Force financial feeder systems such as REMIS. Both
projects will resultin modification to REMIS and requires a robust
software engineering process that encompasses all phases of the process
-- analysis, design testing, documentation, training, operations and
post-production support. In accordance with Federal Acquisition
Regulation 6.302-1(a)(2)(iii), the Government is negotiating directly
with PRC to avoid substantial duplication of cost that is not expected
to be recovered through competition, and to unacceptable delays in
fulfilling the agency's requirements. This is not a request for
competitive proposals and no solicitation is available. All interested
sources must respond in writing with clear and convincing evidence to
support their ability to provide timely and effective services within
fifteen (15) days of this publication. A determination by the
Government not to compete this action based on responses received is
solely within the discretion of the Government. The contracting officer

inquiries will not be accepted. An ombudsman has been appointed to
address concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The Ombudsman does not
diminish the authority of the Program Manager or Contracting Officer,
but communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. The
