This announcement is to provide notice that a sole source contract is anticipated. This notice of intent is not a request for competitive proposals. The impending procurement will result in a contract for Critical Reagent Program Product Conformance of Advanced Concept Technology Demonstration and Production Level Biological Defense Equipment, and to provide associated Engineering, Analytical, Program Management and Support Functions for critical DoD Biological Defense Programs. The expected value of this contract is $2.2 million for the base year with four option periods with a total of $31 million (total of all five years is $33.2 million). Portions of this effort require a Secret clearance. Because of the critical nature of this requirement, and that this is a follow-on contract, award to another contractor would seriously jeopardize the response time in contingency operations and would require substantial duplication of cost to the Government. The proposed action is for nonpersonal services and supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. A noncompetitive award to the Camber Corporation, 635 Discovery, Huntsville, Alabama 35806-2801 is contemplated to occur in 2000. Subcontracting opportunities may exist.
