SERVICES -This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; request for quotes (RFQs) are being
requested and a written solicitation will not be issued. The
solicitation number DAHA33-00-T-6104 as shown in this announcement is
a Request for Quotation (RFQ). The items required, include, but are not
limited to the contractor providing digital copier network printers,
service, toner and all other related copier supplies, except copier
paper, transparencies and staples, to manage a "Cost Per Copy" contract
for the Ohio Air National Guard, 180th Fighter Wing, 2660 S. Eber Road,
Swanton, Ohio and 200th RHS, 1200 North Camp Perry Road East, Port
Clinton, Ohio 43452. The contract shall allow for the addition or
deletion of copiers, with a written thirty-day notice from the
government to the contractor, atnot additional cost except for the cost
per copy as agreed between the contractor and the Government. The
contractor shall provide all other consumable supplies required for
copier operation on a monthly basis. All copiers shall be new machines
whereas refurbished machines are not acceptable. Printer capabilities
for these machines are as follows; (a) Minimum Standard: PCL5e and
Postscript 2 print capability; (b) capable of printing from
WINNT/WIN98/WIN95 where the contractor must provide all software
drivers; cables required for running digital copier/network printer
machines & tech support to interface with LAN. The contractor will
provide at no additional cost all devices to interface with LAN, i.e.
Netprint card or Jetdirect Card capable of IP addressing and have
10BaseT 100 Base T connection. The contractor will provide all cables
at no additional cost that connects between the card and printer. The
180th FW and 200th RHS will provide all cabling between the LAN and the
printer interface card or box. The contractor will preload all drivers
based on the base computer system and delivery of machines. The
contractor will provide tech support during normal duty hours for any
questions or problems that might arise with these machines to include
software driver updates as needed based on industry upgrades. The
contract shall require an eight- (8) hour response time for service
calls to the contractor. The core workday is from 7:45 am to 4:30 PM
Monday through Friday except for Federal holidays. The contractor shall
place a backup machine of it or equal status when a copier cannot be
repaired within eight hours after the start of the service. The
contract shall also require the contractor to replace any copier that
has shown abnormal downtime. Abnormal downtime is defined as downtime
of 10% or more of the normal workday period within the 30-day repair
cycle. All copiers must be capable of printing transparencies, 100 LB
Card Stock and recyclable bond paper. Copy speed based on 8 1/2" x 11"
paper feed (letter size). The minimum copier requirements for which
the Contractor is to provide is 32 contractor-owned and maintained
digital copier network printers consisting of the following 4
categories. CATEGORY ONE (1): 21 MITA PointSource Ai5050 Digital Copier
Network Printers or Equal with the following minimum specifications of
(a) Digital Electrophotographic w/Standard Document Processor and Auto
Duplex (b) Copy Speed 50 CPM (copies per min.) Letter Size (c)
PaperWeight -- 16 to 90lbs. (d) Minimum Standard Memory 64MB with
upgradable capability (e) Support WINNT/WIN95/WIN98 (f) Network

contractor shall also be responsible for completion of service call
repair slips and forward to the appropriate key operator upon service
completion. The 180th FW/IM office will be responsible for
consolidating monthly meter readings from all machines, including
machine serial number, meter reading, unusable copy count, the name of
the Key Operator, and forward the consolidated report to the
contractor no later than the third working day after the month of
service. The payment to the contractor shall be (1) one month in the
arrears. The ensuing contract shall be for a base period of one year
commencing on 1 Oct 00 through 30 Sep 01 with two option years
renewable at the beginning of each Federal Fiscal Year. Each contractor
shall include a completed copy of the provision at FAR 52.212-3 Offeror
Representation and Certifications -- Commercial Items with its offer.
Contractors must include its Federal Tax Identification Number and
corporate status. Corporate status means the concern's designation as
a 1) sole proprietorship, 2) partnership, or 3) other corporate entity.

and provision at 52.212-1, Instructions to Offerors -- Commercial
Items applies to this acquisition and are incorporated by reference.

solicitation. The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
(FAC) 97-19 and DFARS DCN 20000627. Copies of the FAR and DFARS can be

interested in this solicitation shall notify the contracting office

contractors will be forwarded the package and additional information
too lengthy for inclusion in this announcement. Information will
consist of planned copier locations at the 180th FW and 200th RHS Air
National Guard units and a Statement of Work detailing suggested
digital copier network printers and minimum government requirements.
The standard industrial classification (SIC) is 7334.This acquisition
is unrestricted. In order to be considered for award, the contractor
must be currently registered with the Central Contractor Registration
(CCR) database. The Government will determine the award based on Best
Value or what is most advantageous to the Government. The significant
evaluation factors will be (a) Price, (b) Technical, and (c) Past
performance, where price being the most important and past performance
significantly less than price. Technical is of equal importance to
price. The contractor shall provide an individual cost-per-copy rate
based on annual 2,400,000 copies for the base year and each of the
option years. Copies exceeding the minimum monthly copies of 200,000
will be charged the same rate quoted for the cost-per-copy. Cost shall
include all variables required for the operation and service of the
machine for the base year and each option year. The CLINS for the

installed and operational by October 2, 2000. The contractor shall
provide "key operator" training for each location and machine. "Key
Operator" training shall be conducted after machines are operational
and prior to contractor departing location no later than close of
